[资料]持续发展创新的摄影测量与遥感研究所

摄影测量与遥感研究所是中国测绘科学研究院最早成立的研究室之一。1959年成立之初至文革前称航空测量研究室,主要进行航空测量和地形测量新方法、雷达测量新技术、像片判读及摄影化学等研究试验工作以及有关航空测量、航空摄影和地形测量仪器的研究和鉴定工作。“文革”期间撤销前,共有职工37人。1973年重建,1988年更名为摄影测量与遥感研究室。1998年组建摄影测量与遥感研究所,主要围绕航空航天遥感测图、雷达遥感测绘、遥感数据综合处理、遥感变化监测、土地利用覆盖变化5个方向展开相关研究。2004年进行了大幅度的学科建设调整,初步形成了具有特色的5个研究方向:航空航天遥感测图、雷达遥感测绘、遥感数据综合处理、遥感变化监测、土地利用与覆被变化。2007年7月成立了对地观测技术国家测绘局重点实验室,设置航空航天遥感测图、雷达数据处理、遥感数据处理平台、遥感变化监测和土地利用与覆被等5个研究室。围绕研究领域,建设3个遥感测图技术支撑平台:对地观测数据高性能计算实验系统、信息获取困难区域遥感测图集成系统和遥感地理信息变化监测实验系统。
    50年来,摄影测量与遥感研究所根据国家需求,结合国家科技攻关项目和重大工程,开展摄影测量与遥感技术的攻关和创新,建立相关技术理论创新与产业化应用的纽带,推进相关技术在我国测绘行业的产业化发展,取得了显著成就。重大成果得到国家和社会的认可,获得多项国家级科技奖励:
    解决了高分辨率框幅式卫星影像处理关键技术,研制了我国高分辨率遥感卫星图像处理地面应用系统,改变了长期以来系统建设依靠国外的被动局面,保障了国家信息安全。解决了遥感监测的关键技术问题,开发了专用的土地利用遥感监测作业系统,制定了成熟的动态遥感监测工艺流程和土地变化信息解译技术规范,建立了科学的技术指标与质量评价体系,保障了全国土地利用动态遥感监测工作的顺利实施。国内首次研制成功完全自主知识产权的大型通用遥感处理软件ImageInfo,突破多源遥感数据处理关键技术,实现了国内遥感软件产业化,彻底改变了国外遥感软件完全占据国内市场的局面,结束了我国遥感领域重大工程长期依赖国外软件的历史。国内首次研制成功第一套完整和先进的高分辨率遥感影像测图系统PixelGrid,整体达到国际先进水平,其中核心技术——线阵影像的摄影测量处理技术和基于多基线、多重特征的自动匹配技术分别获得Carl Pulrich Award 2005年度奖和Hansa Luftbild Award 2007年度奖等国际摄影测量与遥感界的权威奖项,达到国际领先水平。开展SAR影像测图技术研究,初步形成机载SAR数据获取系统、SAR影像测图工作站,为SAR/干涉SAR影像的多种应用提供了技术支持和服务保障。
    建立了一支由学术带头人、科研骨干、客座研究员和聘用人员组成科研队伍,与武汉大学、山东科技大学、辽宁工程技术大学、中国矿业大学、解放军信息工程学院等国内多家高等院校建立了友好的联合培养机制。近5年来,共发表学术论文累计191篇,其中SCI检索10篇,EI检索51篇。
    自2008年起,摄影测量与遥感研究所积极参与信息化测绘关键技术的科研攻关、系统集成和信息化技术体系的研究构建工作,旨在研发多源对地观测数据并行化处理技术及通用软件平台、光学遥感影像并行化立体数据处理技术及测图软件平台、合成孔径雷达数据地形地物自动提取技术及测量工作站、激光雷达数据处理及地形信息自动提取关键技术、遥感数据智能化解译及制图工作站,最终形成自主知识产权的信息化测绘技术体系及软硬件平台系统。
