　　新中国成立的60年，是基础测绘建设硕果累累的60年60年来，我国基础测绘从建国初期的“一穷二白”局面，逐步发展到了现在的基本满足经济社会发展各方面的建设。不断加强测绘基准体系建设和更新改造，建成了由约4.8万个控制点组成的国家平面控制网，由约22万公里水准路线组成的国家高程控制网，由2518个控制点组成的国家高精度卫星定位控制网和由259个重力点组成的国家重力基本网；国家系列基本比例尺地形图从无到基本实现对陆地国土的必要覆盖，1:100万、1:25万、1:10万地形图已覆盖全部国土，1:5万地形图也将于2010年实现对陆地国土的全部覆盖，1:1万地形图已覆盖陆地国土面积约二分之一，1:2000及更大比例尺地形图基本覆盖了全国城镇地区，海岛（礁）测绘也即将展开；大力开展基础地理信息数据库建设，建成了全国1:400万、1:100万、1:25万、1:5万基础地理信息数据库和国家大地测量数据库，全国30个省（自治区、直辖市）开展了1:1万基础地理信息数据库建设；先后精确测定并根据国务院授权向全世界公布了珠穆朗玛峰高程8848.13米、8844.43米；为我国历次南北极科学考察提供了测绘保障；完成了10条陆地边界的勘界测绘，承担了省级、县级共约48万公里行政区域界线的勘界测绘。60年来，我国基础地理信息资源极大丰富，基础测绘保障能力不断提升。

　　新中国成立的60年，是测绘科技不断创新进步的60年。60年来，坚持科技兴测，测绘科技创新体系逐步完善，测绘自主创新能力不断提高，测绘科技实现了跨越式发展。在建立了完备的模拟测绘技术体系的基础上，建成了以遥感、地理信息系统、全球定位系统、网络通信技术为支撑的数字化测绘技术体系；开发了数字摄影测量系统、地理信息系统软件等一系列具有自主知识产权的测绘软硬件产品，结束了我国高精尖测绘软硬件产品主要依赖进口的局面，其中部分还成功打入国际市场。60年来，测绘生产力水平得到极大提高，有力推动了测绘生产方式的变革，为信息化测绘体系建设奠定了坚实基础，我国测绘科技的整体水平步入世界先进行列。

　　新中国成立的60年，是测绘发展环境不断优化的60年。60年来，党中央国务院、地方各级党委政府对测绘工作高度重视，测绘法制建设不断加强，形成了以《测绘法》为核心、包括4部行政法规、32部地方性法规、7部部门规章、百余个省级政府规章在内的较为完善的测绘法规体系；2007年国务院专门印发了《关于加强测绘工作的意见》；建立了测绘工作统一监管机制，逐步加大了对测绘规划计划、资质资格、标准质量、测绘成果、地图编制以及涉外测绘的管理，测绘行政执法力度不断加强，维护了涉密地理信息的安全，极大地减少了带有政治性问题的地图，测绘市场秩序持续改善；各级财政对测绘的投入持续增加，为测绘事业发展提供了有力的财力支撑；一大批现代化测绘基地和花园式生活基地先后建立，测绘职工的生产生活条件明显改善；测绘宣传工作不断加强，社会各界对测绘的关注程度明显提高，测绘工作社会影响力不断加大。

　　新中国成立的60年，是测绘国际地位不断提高的60年。60年来，测绘对外交流与合作持续发展，通过“引进来，走出去”，我国测绘国际影响力显著增强。积极搭建多边测绘交流平台，已与50多个国家和地区的测绘部门或测绘机构建立了联络关系，与30多个国家和地区的测绘部门签订了双边交流与合作协议；积极参与联合国测绘事务并发挥了重要作用，成功举办了1993年国际大地测量协会综合学术大会、2001年第20届国际制图大会、2008年第21届国际摄影测量与遥感大会等重要国际会议，参加全球测图项目并受到联合国高度评价，数十名测绘专家在国际测绘组织中担任重要职务；积极推动测绘企事业单位参与国际测绘科研项目，为欠发达国家提供测绘技术援助，参与国际测绘市场竞争，展示了我国测绘事业的发展进步，拓展了地理信息产业市场。

　　回顾新中国成立60年来的测绘工作，我们深切体会到：

　　第二，必须坚持科学发展。科学发展观是发展中国特色社会主义的重大战略思想，是我国经济社会发展的重要指导方针。只有着力转变不适应不符合科学发展观的思想观念，自觉把科学发展观贯彻落实到测绘工作的各个方面，坚持把发展作为第一要务，坚持以人为本，注重统筹兼顾，才能推进测绘事业的全面协调可持续发展。
