徐德明一行听取了中国测绘科学研究院院长张继贤关于中国测绘科学研究院总体情况和科技创新情况的汇报,对中国测绘科学研究院的科技创新成就给予充分肯定。他说,中国测绘科学研究院在测绘系统的地位作用重要,发展思路定位明确,整体实力雄厚,重视人才培养,着力自主创新,取得的成绩显著。
徐德明对测绘科技创新工作提出六点要求:一是要站在社会发展的前沿、高端来谋划,争取更多的项目。包括战略性的、前瞻性的项目,要搞技术储备、信息储备。要站在国际测绘发展的前沿,才能做到你无我有、你有我精、你精我强,始终占领科技高地。二是要抓住关键和难题,特别是要突破当前测绘发展的一些重点和难点问题,像保密问题、数据获取问题、公共服务问题等。三是要加强人才培养,为人才成长创造条件。只有储备充足的高端人才,才能展示测绘的软实力,才能在国际上有一席之地,才能在国际和市场上有竞争力。四是要在体制机制创新方面,创造有利于人才成长、有利于自主创新的环境。在重大工程的实施和科技领军人才的打造上要有所突破,要扶持有才华的人承担大项目,干大事业,成大人才。五是要大力改善测绘装备水平,抓好设备配套。在装备建设上要始终坚持先进性、安全性、可靠性、持久性。要着力加快无人机的配备,发挥无人机灵活、机动、适用、安全的作用,努力提高测绘数据的现势性水平,更好地为政府决策和社会管理服务。六是要做好宣传工作。近日,中宣部组织对国测一大队的宣传,展示了测绘在整个国民经济建设中的地位和作用,也展示了“热爱祖国、忠诚事业、艰苦奋斗、无私奉献”的测绘精神。2007年对刘先林院士的宣传,让社会知道了测绘是高科技;今天宣传国测一大队,让全社会知道了测绘的奉献精神。因此,宣传他们就是宣传测绘,宣传有利于测绘事业的发展,要加大宣传力度,不断增强测绘队伍的凝聚力和战斗力。
