7月27日，贵州省人民政府主持召开全省测绘工作会议，总结回顾“十一五”以来贵州省测绘工作取得的成绩，深入分析当前测绘工作面临的形势，统一思想，明确思路，谋划部署“十一五”后期及今后一段时期的测绘工作。国土资源部副部长、国家测绘局局长徐德明，贵州省副省长辛维光出席会议并作重要讲话。贵州省国土资源厅厅长朱立军主持会议。

　　贵州省国土资源厅副厅长王赤兵作工作报告。“十一五”以来，贵州省测绘系统广大干部职工紧紧围绕省委、省政府的中心工作做好测绘保障服务，各方面工作取得新进展，为经济社会发展作出新的贡献。主要表现在以下十个方面：一是领导高度重视，《国务院关于加强测绘工作的意见》得到全面贯彻。全省统一的测绘行政管理体制初步建立，9个市（州、地）、88个县（市、区、特区）国土资源局相继加挂测绘管理办公室牌子，市（州、地）级设置了测绘管理科，四分之一的县设置了测绘股或地籍测绘股，乡镇国土资源所全部被赋予测绘行政管理职能。二是多方协调争取，基础测绘经费投入取得历史性突破。去年国家财政、省级财政、省发改委的基础测绘投入大幅增加，分别为300万元、780万元、200万元，今年中央财政已安排350万元，省发改委已安排500万元，省财政已初步落实800万元，市、县基础测绘投入也逐步加大，为测绘事业科学发展提供了强有力的资金保障。三是上下共同努力，具有特色的测绘规划体系逐步建立完善。《贵州省基础测绘“十一五”规划》《贵州省测绘事业发展第十一个五年规划纲要》经省人民政府同意，由国土资源厅组织实施。市级基础测绘规划经当地政府批准实施，县级《地籍测绘规划》编制完成，为全省测绘事业发展奠定了坚实基础。四是牢记社会责任，测绘应急保障服务水平在关键时刻彰显。在2008年贵州省遭遇百年不遇的低温雨雪冰冻灾害和四川汶川发生特大地震灾害后，及时为抢险救灾及灾后重建提供急需的测绘资料。积极为贵阳至广州快速铁路、厦蓉高速公路建设以及晴隆黄金矿山非法开采、非法占地等国土资源违法案件的查处提供及时高效的测绘应急保障服务。五是夯实工作基础，基础测绘项目得到顺利实施。贵州省基础地理信息公共服务平台基本建成，全省似大地水准面精化项目获得国家测绘局批准实施，全省296个点GPS C级和88个县、（市、区、特区）E级控制网全面建成，贵州省大地测量控制数据库等数据库陆续建成。六是加强监管力度，测绘市场秩序进一步向健康有序方面发展，无序竞争现象得到初步遏制。全社会测绘服务产值达到2.8亿元，去年和今年测绘行业新安排大、中专学生就业200多人，2008年底全行业就业人员达6800多人。七是服务经济建设，测绘产品质量安全得到进一步保证。安排测绘产品质量检查工作经费，每年对30家左右的测绘单位的测绘产品实行强制性抽样检验，不合格产品单位分别采取相应的整改措施。八是完善工作制度，测量标志的保护工作取得新的进展。同时，积极协调省财政、物价部门，出台了测量标志迁建、测量标志有偿使用收费规费标准，使测量标志保护的长效机制基本得以建立。九是注重加强国家版图意识教育，地图市场、互联网地图和地理信息服务网站监管工作取得明显成效。十是深化内部改革，基础测绘单位各项工作得到健康发展，实现了真正意义上的从求生存到求发展的转变。
