7月26日至27日，国土资源部副部长、国家测绘局局长徐德明到贵州调研。他出席贵州省测绘工作会议，听取测绘工作汇报，并深入贵州省第一测绘院看望一线测绘职工，在此期间多次发表重要讲话，对贵州省测绘工作给予充分肯定并提出要求。

　　徐德明指出，贵州省作为革命老区和经济欠发达地区，始终坚持测绘工作与经济社会发展紧密结合，做了大量工作，取得突出成绩，测绘事业呈现出加快发展的良好势头。主要表现在：第一，省委省政府高度重视测绘工作，为测绘工作提供了政治保证、组织保证、工作保证，为测绘事业发展营造了良好的氛围。第二，省国土资源厅加强测绘工作的思路清晰，方向明确，重点突出，把测绘工作作为国土资源管理的重要工作加以推进，充分发挥测绘的技术优势、资源优势，发挥测绘的公益性、基础性保障服务作用。第三，建立了比较完整的测绘规划体系，省政府批准实施了“十一五”基础测绘规划和测绘事业“十一五”发展规划纲要，各市（州、地）人民政府（行署）也批准实施了本地基础测绘规划。第四，基础测绘工作扎实有效，发展势头强劲，基础测绘经费大幅增加。第五，测绘工作统一监管得到加强，既服务了经济建设，促进了地理信息产业发展，又建立了公平有序的地理信息市场。第六，测量标志保护工作有声有色，建立完善了测量标志保护制度，变无偿保管为有偿保管，并开展了测量标志产权登记试点，为全国测量标志保护积累了经验。

　　徐德明对贵州测绘工作提出七点要求：一是认清形势，抓住机遇，乘势而上，加快发展。当前测绘事业正面临难得的黄金机遇期，党中央国务院对测绘工作高度重视，为测绘事业的发展指明了方向，提出了要求，提振了信心；越来越多的行业和部门把测绘工作作为促进科学管理决策的重要手段，经济社会发展方方面面对测绘的需求越来越旺盛。要认清这些有利形势，加快测绘事业发展。二是提高测绘公共服务能力，最大限度地实现测绘成果的社会化应用。充分利用测绘部门的基础地理信息资源优势，拓展服务空间和领域，围绕政府宏观决策、防灾减灾、应急保障、社会管理等方面的需求，着力构建地理信息公共服务平台，开发更多更好更适用的基础地理信息公共产品。三是积极推进数字贵州建设。按照贵州省信息化建设的整体安排，加强基础地理信息资源的采集更新和丰富完善，加快建设数字贵州、数字城市，为全省各行各业的信息化建设提供充足、可用、及时的基础地理信息资源支撑。四是大力发展地理信息产业，更好地为经济社会发展做贡献。加强对地理信息产业发展的引导、支持和服务，适当降低准入门槛，加强过程监管，严把出口关，不断扩大产业规模和效益，做大做强。五是强化测绘工作统一监管。以“基本统一、主体合法、职能落实、事权清晰”为目标，配置与测绘统一监管任务相适应的人员队伍，确保测绘工作层层有人抓、有人管、抓到位，营造统一、竞争、有序的测绘市场环境。六是切实加强基础测绘工作。以贯彻落实《基础测绘条例》为契机，坚持基础测绘分级负责的法律制度，把基础测绘作为重中之重抓实抓好，不断加大投入，尽快改变基础测绘与经济社会发展需求不相适应的局面。七是建设高素质的稳定的测绘队伍。在贵州少数民族地区加强队伍建设，维护队伍稳定尤为重要，要树立和培养良好的工作作风，建立科学的人才考核、评价、激励机制，大力弘扬测绘精神，努力解决职工生产生活中遇到的困难和问题，营造和谐稳定发展的良好环境，为建设和谐测绘，实现贵州省经济社会发展的历史性跨越作出新的贡献。
