“测绘是基础性、公益性工作，越是经济发展，越要重视测绘工作。尤其是在信息化时代，更要加强测绘工作。”7月27日，贵州省副省长辛维光在全省测绘工作会议上如是说。

　　辛维光说，测绘是经济社会发展最基础、最基本的要素条件，是经济社会发展的先行官。经济越发展，越要加强测绘工作。任何一个国家、任何一个地方要想又好又快发展、科学持续发展，没有测绘这个基础保障是不行的。因此，一定要按照科学发展观的要求，加强测绘工作。各级党委和政府作出的决策，特别是经济社会发展的决策，都是以测绘数据作为重要依据的。任何一个重大项目，从立项到建成，都离不开测绘数据。测绘工作为各级党委政府提供了重要的决策依据，对贵州经济社会发展起到了非常重要的作用。当前，贵州经济面临大跨越、大发展，这正是推动贵州测绘工作发展的最佳机遇期。

　　辛维光说，省政府把各市（州、地）领导都请来，专门召开这次全省测绘工作会议，就是为了加强测绘工作，推动测绘事业发展，实现贵州经济社会的跨越式发展、又好又快发展和科学持续发展。他要求各市（州、地）、各有关部门认真贯彻落实好会议精神，并提出要把握好四个关键：第一个关键是领导重视。各市（州、地）领导都要用一定的精力抓测绘工作，推动测绘工作，抓好测绘职工队伍、干部队伍建设和技术人才培养，给予他们极大的关心和支持，使他们树立信心。第二个关键是加大投入。国家对基础测绘实行分级管理、分级投入，国务院和省政府都有相关的意见和条例，要坚决贯彻执行。各级财政要将基础测绘经费、测绘公共服务建设经费、测绘保障经费列入年度预算，并逐年递增。各市（州、地）也要根据本地实际，不断加大对测绘的财政投入。第三个关键是开拓创新。测绘队伍需要进一步解放思想，开拓创新，与时俱进。这方面我们做的还不够，还存在不少问题，没有盘活的市场潜力、市场空间还很大。我们要占好这块阵地，用好这块资源，实现从求生存到求发展的转变。第四个关键是强化服务。要服务贵州经济社会发展，服务社会。社会对测绘成果的需求量相当大，且与日俱增，测绘干部职工要增强信心，不断把测绘工作推上新台阶，为贵州经济社会发展作出新的更大的贡献。
