云南省第一个经省政府批准实施的基础测绘规划——云南省省级基础测绘“十一五”规划，目前实施时间过半，取得了积极进展。

　　一是云南省省经基础测绘“十一五”规划实施三年来，规划的主要任务和重点项目建设稳步推进。云南省三等水准网和GPS C级网项目提前完成，可以集中力量在2009、2010年加快1：1万地图测制步伐，为全省经济社会发展和数字云南地理空间框架建设打下了坚实的基础。目前,测制1：1万地图1467幅，完成计划的76.9%，已经获取的基础航空摄影资料基本可以满足“十一五”期间空白区测图需要。中国大陆构造环境监测网云南文山、景东、澜沧3个基准站土建工程顺利实施。省级基础地理信息数据建库稳步推进，测绘基础设施建设取得新进展，完成了测绘成果网络分发服务系统云南省分站点元数据目录服务系统建设，实现与国家级服务网站的互联互通。地理信息共建共享取得积极进展，先后与省民政厅、省地震局、省交通厅和省安全厅签署地理信息共建共享协议。建成了一批专题地理信息系统，如勐腊县数字乡村地理信息系统、云南基本省情查询系统，基于GIS的云南省烟草种植规划与管理信息系统。中国（云南）-东盟自由贸易区-南亚区域合作联盟空间信息公共平台、云南省基础地理信息平台、云南三维影像服务系统建设稳步实施，积极推进“数字安宁”试点项目建设。编制各类专题地图，如《云南与南亚、东南亚区位示意图》、GMS会议专用地图及领导视察线路图等。依托省政府电子政务网，面向社会建设权威的政府地图网站，为政府和社会各方面提供了及时、有效的测绘保障服务。

　　二是基础测绘投入机制建立工作取得重大进展。为解决基础测绘投入不足、投入机制尚未建立的问题，经过各方面的共同努力，省政府办公厅牵头与省财政厅、省发改委、省国土厅、省测绘局等部门多次商讨、协调，达成解决基础测绘投入、建立稳固投入机制的初步方案，决定“十一五”规划的后两年加大对省级基础测绘专项经费投入，自2009年起，每年都将确保不少于1500万元专项经费用于省级基础测绘工作。

　　三是规划组织实施措施有力，投资效益和成果质量稳步提高。2006年至2008年，面临经费投入不足和经费不能及时拨付到位等困难，全局干部职工克服困难，抢抓机遇，精心组织，合理安排好年度计划，积极推行经济目标责任制，加强基础测绘项目管理，努力提高基础测绘投资效率。严格执行产品质量检查验收制度，测绘成果质量稳步提高。同时积极争取国家测绘局支持，安排边远地区、少数民族地区基础测绘项目，获取大量航空和卫星遥感影像，推动云南省基础测绘快速发展。

　　四是测绘新技术运用取得新进展。开展利用卫星影像批量测制1：1万数字地图工作，有效地解决了云南省国境沿线1：1万空白区地图测制难题，形成了完善的技术路线，锻炼了队伍，积累了经验，为边境沿线基础测绘项目的实施提供了技术支撑。

Fourth, the use of new mapping technology have made new progress.
