徐开明等五位测绘专家入选

近日,人力资源和社会保障部、科学技术部、教育部、财政部、国家发展和改革委员会、国家自然科学基金委员会、中国科学技术协会等七部门联合发文公布2009年新世纪百千万人才工程国家级人选。黑龙江测绘局徐开明、中国测绘科学研究院党亚民、中国测绘科学研究院张力、国家测绘局卫星测绘应用中心唐新明、国家基础地理信息中心张鹏5人入选。
    新世纪百千万人才工程是国家培养和造就年轻学术和技术带头人的专项计划,每两年选拔一次,每次约选拔500至800人。 工程具体目标分为三个层次:培养造就数百名具有世界科技前沿水平的杰出科学家、工程技术专家和理论家;数千名具有国内领先水平,在各学科、各技术领域有较高学术技术造诣的带头人;数万名在各学科领域里成绩显著、起骨干作用、具有发展潜能的优秀年轻人才。国家测绘局青年学术和技术带头人制度就是为这一目标而制定的。
    徐开明,博士,高级工程师,国家测绘局青年学术和技术带头人,国家首批注册测绘师,享受国务院政府特殊津贴,曾留学法国,现任国家测绘局黑龙江基础地理信息中心主任。先后承担国家和地方重大科技和工程项目数十项,在测绘生产、遥感和地理信息服务等领域取得了丰硕成果,先后获得国家测绘科技进步奖、黑龙江省科技奖、中国优秀测绘工程等省部级科技奖励十余项。
    党亚民,博士,研究员,博士生导师,国家测绘局青年学术和技术带头人,国际大地测量协会中国代表,现任中国测绘科学研究院大地测量与地球动力学研究所所长,兼任科技部国家遥感中心中欧伽利略计划合作专项监理专家组专家、国家科学技术奖评审专家、国家测绘局科技委员会委员、中国测绘学会大地测量专业委员会副主任委员等。长期从事大地测量与地球动力学领域研究工作,攻克多项重大技术难题。
    张力,瑞士联邦高等工业大学大地与摄影测量研究所博士,研究员,现任中国测绘科学研究院摄影测量与遥感研究所副所长,国家测绘局青年学术和技术带头人,第十一届中国青年科技奖获得者。主要从事摄影测量与遥感、计算机视觉、遥感图像处理、高分辨率遥感影像数据处理方面的研究工作,参与并主持完成多项国家项目。先后荣获国家科技进步二等奖1项,测绘科技进步奖一等奖3项。
    唐新明,荷兰特温特大学博士,研究员,博士生导师,国家测绘局青年学术和技术带头人,国际摄影测量和遥感学会第二委员会第一工作组主席,现任国家测绘局卫星测绘应用中心副主任、资源三号卫星应用系统总工程师,兼任国家测绘局科技委员会委员、极地测绘国家测绘局重点实验室学术委员会委员等。主要从事测绘卫星总体设计和关键技术研究、时空数据库和时空地理信息系统的建立和应用等研究。
    张鹏,硕士,高级工程师,国家测绘局青年学术和技术带头人,现任国家基础地理信息中心大地测量部主任。主要从事卫星大地测量理论和应用技术的研究,参与完成了2000国家GPS大地控制网项目,作为技术负责人参与了整体平差方案以及系统误差源分析方案的制定。在2005珠峰高程测定工程中,负责GNSS卫星定位研究和雷达测深技术研究,第一次在珠峰峰顶科学测定了冰雪厚度。

Ten Million New Century Talents Project to cultivate and foster the national academic and technology leaders young special plan, the selection once every two years, each of about 500 to 800 people selected. Project specific objectives are divided into three levels: training and bringing up of hundreds of leading edge technology with world leading scientists, engineering experts and theorists; thousands with the leading domestic level, in all disciplines, various technical fields have a higher academic and technological attainments a leader; tens of thousands of achievements in various fields where marked to play a key role, with a development potential of the outstanding young talent. State Bureau of Surveying and Mapping of youth leaders in academic and technical system is developed for this goal.
    
Xu enlightened, Ph.D., Senior Engineer, the State Bureau of Surveying and Mapping youth academic and technical leaders, the State first batch of registered surveying and mapping division, enjoy special government allowances of the State Council, had studied in France, the current state of Heilongjiang Bureau of Surveying and Mapping-based Geographic Information Center. Has undertaken national and local projects, a number of major science and technology and 10, in the surveying and mapping production, remote sensing and geographic information services and other fields has yielded fruitful results, has won the State Scientific and Technological Progress Award for Surveying and Mapping, Heilongjiang Science and Technology Prize, China's outstanding Department of Surveying and Mapping Engineering and other provinces more than ten items of science and technology awards.
    
Dang Yamin, Ph.D., researchers, doctoral tutor, the State Bureau of Surveying and Mapping youth academic and technical leaders, the International Association of Geodesy, Chinese representative of the China Academy of Surveying and Mapping Institute of Geodesy and Geodynamics, part-time National Science and Technology Remote Sensing Center of China-EU cooperation in the Galileo program supervision group of experts specialized experts, national experts in science and technology prize, the State Bureau of Surveying and Mapping Science and Technology Committee, China Society of Geodetic Surveying and Mapping Professional Committee vice-chairman and so on. Long been engaged in research in the field of Geodesy and Geodynamics of work, to capture a number of major technical problems.
    
Tension, the Swiss Federal Institute of Technology University of the earth and the Ph.D. in photogrammetry and research fellow of the China Academy of Surveying and Mapping Institute of Photogrammetry and Remote Sensing, deputy director of the State Bureau of Surveying and Mapping youth academic and technical leaders, the Eleventh China Youth Science and Technology Prize. Is mainly engaged in Photogrammetry and remote sensing, computer vision, remote sensing, image processing, high-resolution remote sensing image data processing, research work, participate in and chair complete a number of national projects. Has won the National Scientific and Technological Progress Award for a second, mapping the first prize of scientific and technological progress 3.
    
Tang Ming, Ph.D. University of Twente, researchers, doctoral tutor, the State Bureau of Surveying and Mapping youth academic and technical leaders, the International Society for Photogrammetry and Remote Sensing Working Group of the Second Committee President, the current satellite-based mapping application of the State Bureau of Surveying and Mapping Center, Deputy Director of and resources on the 3rd of satellite application systems engineer, he served as the State Bureau of Surveying and Mapping Science and Technology Committee, polar Mapping Laboratory of the State Bureau of Surveying and Mapping Academic Affairs Committee. Is mainly engaged in surveying and mapping satellite design and key technology research, spatio-temporal databases and the establishment of spatio-temporal geographic information systems and applications research.
    
Zhang Peng, MS, senior engineer, the State Bureau of Surveying and Mapping youth academic and technical leaders, the current National Geomatics Center of Geodesy Department. Is mainly engaged in satellite geodesy theoretical and applied technology research, participation in the completion of the 2000 national GPS geodetic control network projects as a technical director to participate in the overall adjustment program as well as system error source analysis of program development. Height of Mount Qomolangma in 2005, determined project, is responsible for GNSS satellite positioning research and radar sounding technology research, the first time in the Everest peak measured ice thickness of science.
