近日，海南测绘局、海南省发展和改革委员会、海南省财政厅、海南省法制办公室联合印发《关于宣传贯彻实施〈基础测绘条例〉的通知》（以下简称《通知》）。

　　《通知》要求各市、县测绘行政主管部门和有关部门要深入学习《条例》，充分认识宣传贯彻实施《条例》的重要意义，正确理解和把握《条例》的精神，广泛宣传，为《条例》的贯彻实施营造良好的氛围。

　　《通知》结合海南省实际明确了有关部门应履行《条例》规定的具体职责。一是各市、县测绘行政主管部门要认真研究梳理现有的基础测绘管理政策规定，做好相关配套政策规定的制定修改工作，使《条例》各项规定得到落实。确保基础测绘“十一五”规划的全面落实，编制好2010年的基础测绘年度计划，开展基础测绘“十二五”规划编制的前期调研工作。二是各市、县发展和改革部门要将基础测绘计划纳入本级政府国民经济和社会发展年度计划。支持测绘行政主管部门建立并加强基础测绘成果定期更新机制、地理信息资源共建共享机制、基础测绘设施建设、应急测绘保障等方面工作。三是各市、县财政部门要按照《测绘法》、《条例》等法律法规的规定，配合同级发展和改革、测绘行政主管部门编制好基础测绘规划和年度计划，将基础测绘经费纳入本级财政预算，加大对基础测绘的保障力度。同时，要进一步加强对基础测绘经费使用的监督管理，不断提高财政资金使用效益。四是各市、县政府法制机构与测绘行政主管部门要共同做好对《条例》贯彻实施情况的监督检查，及时研究和总结贯彻实施中的问题和经验，努力提高基础测绘工作依法行政水平，确保《条例》在该省的全面贯彻实施。

　　《通知》的印发对改善海南省基础测绘经费投入、加快基础测绘和测绘公共服务设施建设、提高基础测绘保障服务海南国际旅游岛建设的能力等方面具有重要作用。
