　　数字中国地理空间框架建设是一个全国统一的系统工程，数字济源地理空间框架是数字河南、数字中国地理空间框架的有机组成部分。国家测绘局将“数字济源地理空间框架建设”纳入数字区域地理空间框架建设推广计划，在总体设计、航空摄影、公共平台建设、国家基础测绘成果使用及系统集成等方面予以配套支持，负责组织项目竣工验收。河南省测绘局指导项目建设工作，负责项目进度与质量的管理和监督，在各市域的1：1万数字化地形图基础资料提供、技术设计以及项目组织协调等方面给予支持，提供配套项目资金。济源市人民政府负责项目的组织实施和落实项目主要经费，从政策上确保所建公共平台是济源市权威的、共用的、唯一的地理信息公共平台；负责在政府各部门推广使用该地理信息公共平台；负责建立地理信息公共平台的长效运行机制，对该地理信息公共平台的管理、维护与更新提供相应的保障。该项目建设单位为济源市国土资源局，技术支持单位为河南省遥感测绘院。2010年1月启动， 2011年6月底完成。

　　建设数字济源地理空间框架将为信息化建设奠定基础，形成济源市权威的、唯一的和统一的地理信息公共平台，实现地理信息资源的开发利用与共建共享，促进济源市的信息化建设，提高城市公共管理、公共服务的能力和水平。项目建设成果“数字济源地理信息公共平台”，用于济源市政府各部门管理、决策与公共服务。 同时，作为数字中国、数字河南地理空间框架的组成部分，纳入国家级、省级基础地理信息系统，用于政府宏观决策，实现项目成果国家、省、地方共享。资源、环境、人口、电力、电信、农林、水利、交通等各类专题信息尽可往平台上叠加，使之成为各部门、各行业的专题应用系统，从而实现空间信息的共享以及技术和标准的统一，避免各专业部门的重复建设，有效节约人力、物力和财力。
