湖南省望城县规划局局长周国如目前告诉记者，湖南省第三测绘院等开发的信息系统，用于全面实现规划管理无纸化办公，实现信息共享系统的建立，推进了规划工作的标准化，规范化，加快了信息交流，实现了规划审批一张图，节约了成本。周国如对湘测三院所提供的数字化测绘服务表示感谢。

　　在刚刚过去的2009年，湘测三院抓住扩内需、促增长、保民生战略决策和湖南大力推进“一化三基”、长株潭城市群“两型社会”建设的良好机遇，积极推进科技创新，努力拓宽服务领域，使包括望城县在内的大规模数字化测绘技术在全省各项建设中得到广泛应用。

　　早在2006年，望城县规划局决定实施“三个一”工程,即基础测绘一张网、规划编制一套图、规划管理一盘棋时，就与湘测三院合作，在全县1361平方千米范围内，采用航空摄影测量技术，进行1：1万比例尺、1：1000比例尺、1：500比例尺数字化测绘。经过3年艰苦奋斗，完成了全部数字化成图，标志着望城县成为全省首个大比例尺数字化地图全覆盖的县。

　　2009年，湘测三院还完成了郴州地区1：1万数字线划图、数字高程模型图586幅，修铜地区1：1万数字线划图、数字高程模型、数字正射影像图266幅，1：5万数字线划图40幅，长株潭地区1：5000数字正射影像图1196幅。完成全省基础地理信息数据库管理系统改造升级，建立了基本覆盖全省的多尺度、多数据源、多类型、多时态的基础地理信息数据库，数据总量600GB。完成测绘成果目录服务系统升级和数据更新，更新成果信息1万多条，新增元数据信息562条，为全省各行业数据使用者提供准确的成果定位查询服务。

　　数字化测绘技术广泛应用于全省各项建设中。2009年，湘测三院完成湘潭市数字正射影像图2440平方千米、株洲市1：2000正射影像图1143平方千米、长沙县1：1000数字线划图174平方千米，完成京广铁路1：2000数字化带状图700千米以及全省14条高速公路、长杭高铁、长株潭城际轻轨等设计前期测量1：2000数字化带状图共计2800余千米，为全省重要基础设施建设提供了优质测绘保障。在《长株潭“两型社会”试点空间区域规划》《湖南省丘岗地资源合理利用分析》项目中，应用大量基础地理信息数据，为省政府在区域经济发展和土地合理利用上进行宏观决策提供了重要依据。为向新中国成立60周年献礼，与湖南地图出版社共同编制《地图见证湖南发展》图集，提供了不同时期各种影像数据113GB，制作数字正射影像图资料16GB。
