新修订的《云南省测绘成果管理办法》经云南省政府第34次常务会议审议通过并于近日发布，将于3月1日起施行。

　　随着改革的深化和社会主义市场经济的发展，测绘活动的投资主体多元化，测绘成果表现形式多样化，测绘成果应用的领域不断扩大，1996年实施的《云南省测绘成果管理办法》迫切需要修改、补充和完善。2009年，云南省测绘局向云南省政府申报立法项目。云南省政府高度重视，将《云南省测绘成果管理办法》列入2009年立法计划，并当年立项当年完成。

　　新修订的《云南省测绘成果管理办法》共30条，对职责分工、基础测绘成果分级管理、测绘成果汇交、测绘成果目录编制和更新、测绘成果质量监督管理、涉密测绘成果的管理、测绘成果无偿提供、资源共享、本省重要地理信息数据公布管理、法律责任都做了规定。该办法特点鲜明、重点突出。一是首次明确了基础测绘成果提供的部门是县级以上测绘行政主管部门授权指定的测绘成果保管单位，防止多头提供基础测绘成果的行为。规定了县级测绘行政主管部门负责监督管理的范围，进一步落实分级管理的原则。在测制和更新国家基本比例尺地形图、影像图和数字化产品的基础测绘成果管理中，明确划分了省、州、县三级测绘行政主管部门的职责范围，此规定是对国家基础测绘分级管理规定的细化，以防止测绘行政主管部门出现推委现象，防止管理的缺位。二是强化涉密测绘成果管理，对需要利用属于国家秘密的基础测绘成果审批程序做了详细的规定，并对审批时限进行了压缩。三是规定了本省行政区域内重要地理信息数据的范围和公布程序。
