为加强测绘部门预算项目管理，进一步提高项目资金使用效益，国家测绘局组织开发了测绘部门预算项目库管理系统。通过该系统可以全面、及时、准确地了解和掌握测绘部门预算项目的编制、批复和执行情况，规范项目预算的申报、批复和执行程序，推进预算项目的滚动管理，为确保重大测绘项目的立项提供决策依据和信息支撑。该系统日前通过专家验收。
    该系统的主要功能包括项目录入、项目申报、业务审核、财务审核、项目排序、项目上报、项目处理、项目接收、查询统计、系统管理等。系统满足了项目预算上报财政的需要，实现了项目预算分级编制、审核、申报、分类存储和汇总管理。各级预算单位可在统一的数据库系统管理模式下，依据各自的用户权限，进行项目预算的分级编制、审核、申报、筛选和储备。该系统符合财政部门对预算管理的编报要求，可操作性强，安全实用，为促进项目预算管理的科学化、精细化和规范化提供了支撑平台。该系统主要用于国家测绘局直属预算单位及承担测绘部门预算项目的各单位。
    来自国家审计署、司法部、中国气象局、北京市测绘设计研究院等部门和单位的9位专家听取了项目介绍，审阅了相关材料，对有关问题进行了质询和讨论，一致同意系统通过验收，并建议尽快推广使用。
    目前，通过一个办法——《国家测绘局项目支出预算管理办法》，两个指南——《国家测绘局项目预算编制指南》和《国家测绘局项目预算评审指南》，一个系统——测绘部门预算项目库管理系统，测绘部门的项目预算管理体系日益完善。

The system is mainly used for the budget units directly under the State Bureau of Surveying and Mapping and commitment to mapping the various units of the department budget item.
