河北省秦皇岛市国土资源局从抓普法、营造依法行政的良好氛围入手，创新测绘法制宣传方式，取得良好效果。

　　（一）加强测绘法制建设。该局依据《中华人民共和国测绘法》和《河北省实践〈中华人民共和国测绘法〉办法》精神，以市政府文件形式印发《秦皇岛市测绘管理办法》，对测绘工作的主要环节和基本管理制度做出详细明确的规定，推进测绘管理的规范化和法制化。

　　（二）抓好测绘法制宣传教育。一是重点人员突出抓。该局把领导干部作为重点宣传对象，主动为当地党委和政府主管领导订阅《中国测绘报》等刊物，及时邀请他们参加各种测绘活动，并将近年来出台的测绘法律法规辑印成册，及时呈送。自2003年以来，市委将国土资源、测绘等方面的法律法规列为各级党校干部培训的必修课目，市国土资源局领导同志几年来坚持到党校授课，收到良好的效果。二是重要日期重点抓。充分利用每年“4·22”、“6·25”、“8·29”、“12·4”等法定纪念日和宣传日，通过电视、报刊、网络等媒体，采取上街宣传、设立咨询站等形式，宣传测绘法律法规，发放宣传材料，不断掀起法制宣传高潮。三是见缝插针适时抓。充分利用管理相对人办理许可、办证等业务期间，结合具体工作向他们宣传测绘法律法规或赠送相关材料，使他们及时了解测绘管理的有关政策和规定。
