　　专家组听取了项目组的报告，审阅了相关文档资料，进行了质询、讨论认为,工程设计书根据黄石市经济社会发展对地理信息的需求，建设黄石市基础地理信息数据库、构建黄石市地理信息公共平台等建设任务，目标明确，依据充分，内容完整，技术路线可行，符合国家数字城市地理空间框架建设有关规定和要求；工程进度计划可行，经费概算合理，组织管理严密，保障措施得力。专家组一致同意该工程设计书通过评审。

　　建设数字黄石地理空间框架，对于加强黄石市基础地理信息系统的建设，推动数字黄石战略的实施，提升黄石市地理信息公共服务能力，提高城市管理、应急处置、政府科学决策等服务能力，发挥地理信息资源的最大效益具有十分重要的意义。
