青海省测绘局在党风廉政建设中，以教育为本，广纳干部群众意见，在深入上下功夫，在实效上做文章，完善惩治和预防腐败体系为重点的反腐倡廉建设，把反腐倡廉工作融入测绘行政管理工作之中，为全局各项工作的开展提供了有力的思想保障。

　　坚持教育为本，强化反腐败意识。组织全局职工参观了省国土资源厅系统举办的第二届廉政书画展。该局“浅谈党风廉政建设中领导干部廉洁自律”论文，获厅系统“廉政建设调研评比一等奖”。通过局办公网络将王瑛同志事迹及《廉政中国》等四部廉政电化教材发布到各个网点上，许多党员在网上进行了观后感交流。邀请省纪委宣教室的同志为全局副科以上干部、机关全体工作人员上了一堂警示教育党课。通过不间断的警示教育，已形成了以廉为荣，以贪为耻的廉政文化氛围。

　　在深入上下功夫，在实效上做文章。坚持决策、执行、监督并重，加大对专项任务、行业管理、行政执法等职能的监督，提高基础测绘保障服务能力，完善行政执法管理制度。根据《关于党政机关厉行节约若干问题的通知》精神，逐步建立健全局内部财务管理制度，讨论修改了《局机关财务报销制度》、《局机关办公用品管理规定》、《局机关公务接待经费管理办法》、《局机关考勤及请销假制度》、《省测绘局网站管理办法（试行）》等规章制度，进一步提高了资金的使用效率，降低了机关行政运行成本，逐步形成了厉行节约的良好风气。

　　坚持搞好领导干部廉洁自律和专项检查工作。每年局党委都与局属各单位主要负责人签订《党风廉政建设目标责任书》，通过制度建设和责任考核，把任务落实到实际工作中，做到责任明确，奖惩严格。做到一级抓一级，层层抓落实，进一步推动了全局党风廉政责任制的落实。同时，通过开展“学习执行制度年”活动，增强了全局党员干部遵规守纪的自觉性，提升制度的执行力，进一步促进了党风廉政建设不断深入发展。
