　　会议指出，中央经济工作会议和全省经济工作会议精神充分说明，虽然国际经济还未走出金融危机阴影，但全国经济形势总体回升向好的基本面没有改变，江西发展处于上升期的良好态势没有改变，测绘事业处于黄金发展机遇期没有改变，同时也面临着各级党和政府、经济社会快速发展、信息化测绘、测绘市场快速发展对测绘工作提出的新要求。总的来说，机遇大于挑战，大家要充分认清当前形势，牢牢把握测绘事业黄金发展机遇期，乘势而上，加快发展，奋力赶超。

　　会议强调，2010年是实施“十一五”规划的最后一年，是全面实施《鄱阳湖生态经济区规划》的起始之年，也是实现江西进位赶超、跨越发展的重要一年，测绘工作任务较为艰巨。要继续围绕“保增长、保民生、保稳定”这个中心，突出鄱阳湖生态经济区建设这个重点，积极应对，主动作为，全力做好测绘事业各项工作。

　　会议要求，做好今年工作，关键是要处理好测绘工作中发展与监管、事业与产业、保密与应用、部门与部门、省里与地方、单点与全面、近期与长远等“七个关系”，着力破解“三大难题”：一要通过解决领导干部思想问题、抓好测绘项目问题、生产组织结构调整问题、改善技术装备问题等“四个问题”破解测绘事业发展难题。二要采取夯实基础，推动市、县落实测绘行政管理力量；借助国家或省每年重点抓的几项工作推动市县加强测绘统一监管；想题出题，让市县有事情可做；联合执法，规范测绘市场秩序等“五个途径”破解统一监管难题。三要通过为鄱阳湖生态经济区建设服务、为政府科学决策服务、为国土资源工作服务、为夯实“三农”发展基础服务、为应急管理服务、为社会公众服务等“六个服务”破解测绘保障难题。全局各级领导干部要严格要求自己，努力提高科学判断形势、敏锐把握趋势的洞察力；勇于破解难题、善于抓好落实的操作力；全面把握局势、冷静应对情况的驾驭力；会做群众工作、营造和谐氛围的亲和力等“四种能力”，为促进测绘事业发展、构建社会主义和谐社会营造良好环境。
