[测绘论文]测绘管理争取重点突破,多项举措提高行政效能

近期,为改进测绘管理工作,提高规范化、科学化管理水平,产权监理处测绘管理科开展了以“学习实践科学发展观”为主题的活动。科室全面梳理工作,统一思想,认清形势,抢抓机遇,重点突破,多项举措,加强测绘管理行政效能建设。
 
争取重点突破
是引入GIS技术到房产信息管理中。对于GIS的建设,成都市房产管理局一直坚持设计要高起点,建设要高标准。2009年,在广泛吸收各地专家的建议和意见的基础上制定了GIS实施方案和目标,为确保新系统在10月顺利投入使用,房管局在时间紧、任务重的情况下组织局下各处室完成新系统的开发,测试及优化,通过数次升级完善了系统的使用功能,理顺了业务流程,并对操作界面进行了不断的优化。新登记系统的应用使以图管房、以图管证、以图管档的房产信息管理模式得以实现。
是继续落实测绘报告审核评分制度。为规范和加强成都市房产测绘成果的审核归档工作,提高房产测绘成果质量,产权监理处测绘管理科制定《成都市测绘成果报告质量考评操作手册》及《测绘成果质量评分标准》。测绘管理科在认真拟定《成都市测绘成果报告质量考评操作手册》及《测绘成果质量评分标准》初稿期间,虚心听取各家测绘公司的意见,绝不“野蛮管理”,对他们提出的合理建议和意见予以采纳。做到事前、事中、事后全过程公开透明,评判结果客观公正,真正做到实施“阳光考评”。
评定结果经公示无异议或有异议经复评后的评定结果,据实纳入该房产测绘成果档案及测绘机构企业技术质量管理档案,并通过报刊、网络予以公布。通过该办法的实施,测绘公司的作业质量可以向全社会如实地、公正地反映,利于人民群众广泛了解市场上测绘公司的情况,监督他们诚信经营,从而营造加快房地产发展的良好氛围。
是加强档案管理规范化,标准化建设。为有效解决档案管理制定不明确造成的操作流程不规范的管理弊病,测绘管理科组织专题研究,具体部署,加快行政制度建设。为加强房产测绘成果档案管理,做好立卷归档工作,保证案卷质量,达到档案规范化、标准化的要求,测绘管理科根据《档案法》、《档案法实施办法》等有关规定,结合自身工作实际制定了《测绘科房产测绘成果档案整理规定》。通过该规定的实施,测绘档案开始严格按照操作流程和范围归档,档案管理的规范化和标准化水平得以显著加强,归档工作效率得以有效提高,对测绘管理工作的总体优化具有直接影响。 
 
实现多措并举
今年, 为帮助政府惠民工程,诚信企业解决办证难题,测绘管理在加快,简化协调的基础上,打破常规,创新思维。对涉及因规划审批不明确造成房产面积测量计算有争议的项目,处领导采取主动与市规划建委衔接的方式,并邀请市规划建委相关领导来我局,把有代表性的问题或个案上会研究,巧妙借助外部平台共同协调,以加快预售证审批进度和房产证办理速度。
为落实限时办件制,测绘管理科会在每周科务会上对超过承诺时限未能出具报告的问题件展开逐一调查。对因申请人自身原因,未按规定时间补正资料造成违反限时办结制度的,即刻办理退件手续并书面告知申请人。如申请人主动请求延期的,经办人员应当依照处上规定,请对方以书面形式说明具体原因和理由同意其办理延期手续。
   鉴于业务水平参差不齐,审件标准不统一的问题。测绘管理科建立定期培训制度,由科室内技术水平最高,业务能力最强的员工在科内定期组织业务交流学习会。还成立技术讨论小组,解决业务操作中的各种疑难问题。对疑难问题小组达成的共识以书面形式整理成文,并分发到每一位科室人员手中认真学习。技术小组的成立,极大地提高了审件工作效率,使科内人员在对规范与细则的理解上达成一致认识,消除分歧,统一标准。
为努力改变工作作风,测绘管理科在管理科室人员上实行分工责任制、绩效考评制、过错追究制等各项规章制度。建立督察台帐,落实限期办结制度和首问责任制度,创新服务建设,提高行政效能,树立良好的服务形象。
