“我队今年将努力全面实施地质勘查立队，矿产开发富队，稳定发展经济实体，加快房地产开发的总体目标。”广西第六地质队队长李忠阳在谈到该队今后的发展时流露出百倍信心。他十足的底气源于该队在55年曲折道路上的成长壮大：该队的资金总额由1954年成立时的几十万元，发展到2008年的8156.35万元，增长了166多倍。包括矿产开发在内的地质市场和多种预算外经营项目，从无到有，从小到大，收入由1980年起步时的10.84万元发展到2008年的2951.53万元，28年增长了270多倍。2009年，雄心勃勃的第六地质队有信心使经济收入继续保持高速增长。该队提出2009年地质延伸产业的收入目标为4150万元，超过财政拨款和地勘工作经费的13.7%。广西第六地质队能在竞争激烈的地质市场和多种经营业中异军突起、崭露头角，不仅是因为该队勇于探索、不怕失败，更是因为其用创新和优质服务致力于发展地质延伸产业。

    在延伸产业上摸爬滚打　为地勘队伍发展打基础

    早在1982年，第六地质队为扩大地质工作资金来源渠道，弥补地勘经费的不足，先后成立了水文工程分队、工程勘察公司、基桩工程公司、修配车间、测绘分队、汽车大修厂，主要从事工程地质、找水打井、基桩工程、机械设备、汽车修配、测绘业务等工作。部分职工也开始走向市场，从事多种经营工作。仅在1982～1992年的10年间，该队找水打井300多眼，总出水量为每小时6000吨，解决了250多个工矿企业的用水问题，并为干旱地区解决了20000多亩农田的灌溉用水问题。目前，该队的工勘施工队伍已完成各类工程勘察、桩基等项目达数千个。

    1985年11月，第六地质队成立了矿产开发公司，在随后的10多年间先后与博白县联合开发老虎头矿区的高岭土矿和油麻坡黄铁矿；与贵县矿产公司联合开发龙头山金矿、回收处理勘探坑道中的矿石；与陆川县清湖乡那若村公所联合开发清湖钛铁矿；与岑溪县乡镇企业局合办石材加工厂，加工花岗岩板材；与云南省地矿局第一地质大队联合开发云南省楚雄市小水井金矿，目前已形成年处理矿石1.8万吨的生产规模；与局经营部投资开采桂平麒麟山重晶石矿；与横县大梧山铜矿私营业主联营开发铜矿等项目。这在地质找矿低潮时期稳定地勘队伍发挥了积极作用，为今后的发展积累了许多有益的经验。

    敢于开拓创新的六队人在地质延伸产业上摸爬滚打，经历了由失败到成功，由成功到失败的反复过程。进入21世纪，该队更注重以主业带动副业，在加强综合找矿的同时，打好矿权经营这张牌，占领矿产开发的制高点。在保证完成计划内任务的基础上，加大综合找矿力度，把金、锰、铅、锌、钨、钼、铝等金属和非金属矿产都纳入找矿范围之内。

    延长地勘产业链 开发引资实现高增长

    第六地质队在地质延伸产业的实践中，走出了困境，特别是矿产开发已成为该队延伸产业的一枝独秀。该队近几届的领导班子认为，矿产开发业是支撑该队长期稳定发展的支柱产业，也是实现地质找矿良性发展的重要基础。为此，做大矿产开发已成为第六地质队领导班子坚定不移的发展理念。然而，这一理念在推行过程中却遇到了不少阻力。自该队1985年涉足矿产开发领域起，除了1998年与广西地矿资源公司、广西地矿测试中心合资合作开发的贵港市六梅金矿取得较好效益外，大多数合作开发的项目均因管理经营不善、资金投入不足、市场疲软、周边环境差等问题而亏损、停产甚至关闭，连续的挫折使不少职工对此心有余悸，导致部分职工丧失了解决问题的勇气和信心。为此，该队在转变职工思想观念上下苦功，以消除职工的畏难情绪。正如李忠阳队长所说的：“要让职工认识到地勘工作是自己的优势产业，必须发挥自己的特长优势，延长地勘产业链。用勘查来支持开发，以开发带动勘查。”

    发展多种形式的商业性矿产资源勘查和灵活的矿产开发业成为第六地质队的共识。2005年5月，该队成立矿业开发部，当年该队以合作形式成功开发了藤县石狗头银矿、藤县胜州铁矿和贵港市砷矿沟银铅锌矿，引资合作勘查开发的矿山13个，全年矿产合作勘查与开发及矿权转让等收入就达1019.10万元。随后的几年，该队不遗余力地抓好矿产开发这一支柱产业，推动地质勘查、地质市场和多种经营工作的发展。该队利用现有探矿权，与社会合作勘查的项目15项；合作办矿业公司并引入资金勘查的项目9项；利用社会矿权，由该队承担勘查的项目43项；通过矿产品经营，由该队承担勘查的项目31项。该队2006～2008年的总收入分别以19.77%、60.19%、29.89%的速度增长，以矿产开发为主的预算外收入分别以110%、30%、101%的速度增长，远高于总收入的增长速度。

    优质服务　赢得群众广泛赞誉

    那么，第六地质队又是如何在竞争激烈的合作勘查开发及矿山技术服务领域挥戈直入并占有一席之地的呢？随着矿业市场的竞争升级，矿产开发服务也日趋多元化。为此，该队严把质量关，每个矿区指定一名副总工程师负责抓质量管理，严格执行“三级”检查验收制度，以此保证地质工作质量，提高自身的竞争能力；同时该队对本队公众形象、社会责任等方面也很重视，在服务环节上下功夫，以实际行动充实地质技术服务的内涵与精髓，这是该队应对竞争的最好利器。

    该队优质的服务得到了业内人士的满意评价。记者采访期间遇到一位来自钦州的客户，客户舍近求远与该队合作的重要因素并非是“低价竞争”，而是客户所说的“技术人员服务很到位，提供的勘查开发方案严谨、合理”。

    梧州藤县琅南金矿的一位业主对此感触最深，当时业主要开办一金矿山，第六地质队人员根据该地成矿原理，建议其先在第一中段勘查，摸清资源后再一步步推进，但业主求富心切，不听建议，执意要打3个中段竖井，并按自己的经验筹建选厂，最终见矿效果不理想，业主为没有采纳该队技术人员提供的严谨的开发方案而后悔莫及。

    为了把服务做得更好，过去信息一直较闭塞的技术人员除了认真钻研业务知识外，还常常关注矿产品价格等矿业方面的信息，并学算经济帐、分析风险因素、协调关系等。同行都把管理矿山勘查合作的技术人员称为“万金油”。2007年初，该队与一投资勘查合作方在桂平石龙某矿区进行钻探，该矿权区域涉及到一个村落和一个单位，涉及范围较广，而且勘查工作受到当地群众严重阻挠，于是负责该矿区的人员除了找村干部及单位领导协助外，还走家串户协调关系，与当地的村民、员工交朋友，为他们办实事，最终与他们建立了和谐的关系，为工作的顺利推进打下了基础。

    该队的优质服务吸引了中国五矿集团公司、山东信发集团、广西弘泰矿业有限公司等16家公司以及兄弟地勘单位的投资。通过引入资金，目前与广西宾阳县长泰矿业有限责任公司、平南鑫旺矿业有限公司、贵港市湘城矿业有限公司合办的宾阳六律铅矿、平南官成锌矿、贵港小平天山铅锌矿已基本建成。

    主副业良性互动 形成稳定增长态势

    通过抢占地质延伸产业的制高点，加强矿产开发工作，促进了商业性地质勘查和地质找矿的主业工作的开展。仅2005～2008年，该队利用资源优势，开展矿权合作勘查项目40多个，吸引了大量的社会资金投入地质勘查业，累计吸收商业性勘查资金7000余万元。同时发现或探明大型矿床2处，中型矿床6处，小型矿床一批，并新增了六班金多金属矿等14个社会资金合作勘查项目，实现了延伸产业与地质找矿的良性互动。

    主业良好的发展带动了其他延伸产业的发展，经过20多年的发展，该队工勘施工和汽修产业已形成稳定的增长态势。2007年梧州地质工程勘察公司获国家建设部工程勘察专业类岩土工程（勘察、咨询监理）甲级资质证书，业务领域不断扩大。近年来，该队环宇汽修厂通过不断提升品质，成为中国重型汽车集团、中国一汽集团、江淮汽车集团、金杯汽车集团、长安轻卡集团、一汽红塔集团等10家汽车制造厂在贵港的特约服务站，市场竞争力大大增强，经济效益稳步上升。这两个产业近年已实现年产值超过1000万元。

    该队经过多年不懈的努力。虽然在地质延伸产业上取得了骄人的业绩，但对于六队人来讲，这绝不是终极目标。本着优质服务的理念，他们希望凭借着日臻精良的技术，在更广阔的范围内进行博弈，走勘查开发一体化的道路，将延伸产业做大做强。
