福建省地理信息市场专项整治工作从今年3月启动以来，狠抓落实，全面开展检查工作，对检查中发现的问题分类指导，认真整改，取得了阶段性成效。

　　从目前检查情况来看，大部分涉密地理信息单位的保密措施健全、制度比较规范、岗位职责明确；少数单位存在对涉密地理信息保管工作不够重视，没有如实填报检查表的情况。在检查中发现1起网上涉嫌非法公开销售机密级地图的行为。

　　全省大部分地理信息生产单位能依法从事互联网地图和地理信息业务，登载和展示的地图依法送审，但仍存在一定问题。一是存在未取得测绘资质证书从事地理业务活动的行为。在检查中发现龙岩市2家单位涉嫌无测绘资质从事地理信息业务活动，厦门市某旅游单位和福建省某旅游部门2家单位无测绘资质擅自违法编制出版地图，现已进行处理。二是互联网地图和地理信息服务网站中“问题地图”和未依法送审的地图比较普遍。在检查的1829家互联网地图和地理信息服务网站中，发现登载有“问题地图”的网站87家。其中，本省网站32家，外省网站55家。登载地图、电子地图、影像地图未标明审图号的共1360家网站，已进行整顿。三是展会和户外广告地图中存在“问题地图”。省测绘局组织福州和厦门两地测绘行政执法人员针对福州“5·18”海峡两岸贸易交易会和福州“6·18”海峡项目成果交易会展会、厦门“9·8”中国国际投资贸易洽谈会、福州房地产交易会等大型会展活动开展检查活动，发现2家单位的展位和宣传刊物中存在“问题地图”，责令立即整改和拆除，当场没收存在“问题地图”的宣传品3500份。

　　在导航电子地图产品检查中，对15家开展导航电子地图数据采集、编制的单位进行检查，建立了导航电子地图制作企业的登记备案制度，并将有关情况及时通知市县国土资源局。同时，针对群众反映的导航电子地图产品质量存在良莠不齐的问题，省测绘局和工商部门对市场销售的导航电子地图产品联合开展了执法检查，逐一排查，查处了无地图审图号的3种导航电子地图产品。同时，开展了涉军测绘活动检查工作。对在全省开展测绘活动的370多家测绘单位进行全面的摸底、自查、检查，未发现违法案件。

　　对科学研究、旅游探险、矿产开采、地质勘探、科技合作等有涉外合作项目的15个有关部门、单位进行了全面摸底、自查、检查等工作，发现1起日本人未经许可在漳州市、龙岩市使用GPS接收机进行地理信息采集和地图标注的测绘违法案件，已进行了处理。

　　在开展专项整治工作的同时，福建省十分重视开展警示教育活动。不断深入开展测绘、国家安全、保密等相关法律法规和地理信息审核与公布、出版、保密、对外提供等制度的宣传教育活动。
