近日，湖北省测绘局直属机关党委向局属各单位党委、总支、机关各党支部印发《2009-2013年党员教育培训工作规划》（以下简称《规划》）。

　　《规划》指出，2009至2013年党员教育培训工作规划的指导思想是：高举中国特色社会主义伟大旗帜，以邓小平理论和三个代表重要思想为指导，深入贯彻落实科学发展观，按照加强党的执政能力建设和先进性建设要求，适应建设学习型政党的需要，以学习贯彻中国特色社会主义理论体系和党章为重点，围绕党的中心任务，开展党员教育培训，提高党员队伍素质，为构建社会主义和谐社会、全面建设小康社会、加快推进社会主义现代化和测绘事业发展提供坚强的思想政治保证和组织保证。

　　《规划》明确，党员教育培训的主要内容是：始终把中国特色社会主义理论体系教育放在首位，对广大党员进行党章和党的基本理论、党的基本知识、党的历史、党的路线方针政策和形势任务教育，法律法规和党风党纪教育，业务知识和技术技能培训。

　　《规划》要求，一要坚持把增强党性作为第一任务，将理想信念教育与能力建设贯穿始终。坚持不懈地用中国特色社会主义理论体系武装全局党员，引导党员联系实际、学以致用。发扬默默无闻、无私奉献的测绘精神，把增强党性与提高创新能力统一起来，讲党性、重品行、作表率，始终保持和发扬共产党人的先进性。二要坚持以人为本，增强教育培训的针对性和实效性。尊重党员主体地位，把握党员需求，按需施教，分类施教，在服务中加强教育培训，在教育培训中体现服务，激发党员参加教育培训的主动性、积极性，使广大党员愿意学、学得懂、用得上、用得好。三要坚持统筹协调，做到经常性教育与集中培训并重。面向全体党员，突出重点，采取灵活多样的方式方法抓好经常性教育和集中培训，把党员享有接受教育培训的权利与履行学习的义务落到实处。四要坚持改革创新，探索党员教育培训工作机制。创新培训理念，完善培训内容，改进培训方式，促使党员教育培训工作向科学化、制度化、规范化方向发展。

"Planning" clear, the main elements of education and training of party members are: always put the theoretical system of socialism with Chinese characteristics, education, first, the broad masses of party members to the Party Constitution and the Party's basic theory, basic knowledge of the party, the party's history, the party's line, principles and policy and the situation and tasks of education, laws, regulations and style, and discipline of education, professional knowledge and technical skills training.


"Planning" requirements, one should adhere to enhance the party spirit as the first task, the ideals and beliefs of education and capacity-building through to the end. Consistently with the theoretical system of socialism with Chinese characteristics, the overall situation of armed party members and guide members with practice, apply what they learn. Promote obscurity, mapping the spirit of selfless dedication to enhance the party spirit and enhance the innovation capability unified, stressing the party spirit, re-conduct, as an example, and always maintain and develop the advanced nature of the Communists. Second, we must adhere to the people-oriented, to enhance education and training focused and effective. Respect for the members of the main position, grasp the party needs, on-demand teaching, classification teaching, in service to strengthen the education and training, reflected in the education and training services, to stimulate education and training of party members to participate in the initiative, enthusiasm, so that the majority of party members are willing to learn, learn must understand, apply, with the good. Third, we must insist on co-ordination, so that regular education with equal emphasis on centralized training. For all the party members, focused, flexible and diversified ways and means to do a good job the regular education and training, on the party members have equal access to education and training of the rights and fulfill the obligation to implement learning. Fourth, we must persist in reform and innovation, education and training of party members to explore the working mechanism. Innovative training ideas, improve training, improve training methods to promote education and training of party members to the scientific, institutionalized and standardized direction.
