为了深刻领会和准确把握党的十七届四中全会精神实质，法规与行业管理司支部于11月2日下午组织了党员集中学习讨论活动，认真学习了《中共国家测绘局党组关于学习贯彻党的十七届四中全会精神的意见》，以及徐德明局长在党组中心组学习上的关于抓好党建工作的“七个关键是”的讲话精神，结合本职工作，就如何学习贯彻好十七届四中全会精神进行了集中讨论，提出了进一步做好几方面工作的要求。

　　一、充分认识十七届四中全会的重大意义，切实增强认真学习贯彻十七届四中全会精神的自觉性和坚定性。

　　二、按照国家测绘局党组关于学习贯彻党的十七届四中全会精神的意见，结合本职工作，切实将十七届四种全会精神落到实处，全面加强党建工作。

　　（一）创建学习型党支部。将学习贯彻党的十七届四中全会精神列入支部第四季度理论和时事学习的重要内容，认真学习胡锦涛同志在十七届四中全会讲话精神和《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》。以创建学习型党支部为切入点，集中学习与自学紧密结合，组织党员干部深入学习马克思主义理论，学习党的路线方针政策和国家法律法规，学习党的历史，同时广泛学习经济、政治、文化、科技、社会和国际等各方面知识，在学习中拓宽视野，切实提高战略思维、创新思维、辩证思维能力。

　　（二）提高科学化水平。坚持解放思想、实事求是、与时俱进，及时研究新情况、解决新问题、总结新经验，不断提高党的建设科学化水平。支部党员干部要培养科学的工作思维，全面提高行政管理工作的科学化水平。

　　（三）加强党员队伍建设。支部领导干部要带头学习，提高理论政策水平；要带头谋划开展工作；要带头创新，解放思想。年轻干部要加强学习，严格要求自己，增强工作责任心，善于在工作中学习总结，不断提高政治素质和工作能力。

　　（四）改进工作作风，提高工作效率。进一步改进工作作风，增强服务意识，提高行业管理的服务质量，着力解决测绘行业单位关心的问题。规范工作流程、明确工作职责，改善工作运作方式，促进法规与行业管理工作效率的提高。重视调研，改进文风，提高公文质量。

　　（五）加强廉政教育，保持良好的生活作风。支部要对党员进行经常性的廉洁从政教育，领导干部带头严格遵守廉洁自律各项规定。支部要引导党员干部加强道德修养，培养积极向上、健康快乐的生活观，保持清廉高尚的精神品格，进一步树立良好的生活作风和健康的生活情趣，做到艰苦奋斗，勤俭节约，生活正派、情趣健康。

　　（六）精心安排，丰富支部组织生活。不断创新组织生活方式，通过开展参加革命传统展览，接受革命传统教育等多种形式的组织生活，进一步增强组织的凝聚力，提高组织活动质量。
