为健全河北省测绘应急保障工作机制，有效整合利用测绘资源，提高测绘应急保障能力，为国家、河北省应对突发事件提供高效有序的测绘保障，近日，河北省测绘局印发了《河北省测绘应急保障预案》。

　　预案成立了河北省测绘应急保障领导小组及办事机构，负责领导、统筹、组织全省测绘应急保障工作。预案分应急范围、组织体系、应急响应、保障措施、监督与管理5个部分。

　　预案指出，测绘应急保障的核心任务是为应对突发自然灾害、事故灾难、公共卫生事件、社会安全事件等突发公共事件高效有序地提供地图、基础地理信息数据、公共地理信息服务平台等测绘成果，根据需要开展遥感监测、导航定位、地图制作等服务。保障对象包括省突发事件应急指挥机构及省直有关部门，重大突发事件所在地人民政府及其有关部门，参加应急救援和处置工作的中国人民解放军、中国人民武装警察部队，参加应急救援和处置工作的其他相关单位或组织。应急响应分为2级。

　　预案强调，局直属事业单位为河北省测绘应急保障主要工作机构，承担重大测绘应急保障任务。各市级测绘行政主管部门负责本行政区域测绘应急保障工作。具有测绘资质的相关企、事业单位作为河北省测绘应急保障体系的重要组成部分，根据总体部署，承担相应测绘应急保障任务。

　　预案要求，各市级测绘行政主管部门和局所属有关单位应制定本部门、本单位测绘应急保障预案，报河北省测绘局备案。各单位遴选政治和业务素质较高的技术骨干组成测绘应急快速反应队伍，并结合实际有计划、有重点地组织预案演练。要做好测绘应急保障成果资料储备工作，加快建设河北省应急地理信息平台，完善测绘应急保障基础设施，加快测绘应急高技术攻关，确保通讯畅通。

　　预案还就涉密测绘成果管理，实施应急预案的检查与监督、责任与奖惩、宣传和培训、预案管理与更新等工作做出明确规定。
