宋超智在讲话中充分肯定了各单位、各部门为技能竞赛做出的卓有成效的工作。他指出，党的十七届四中全会通过的《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》中明确提出“以高层次人才、高技能人才为重点，统筹抓好各类人才队伍建设”，这次竞赛正是贯彻《决定》精神的具体体现。这是一次领导有力，组织得力的竞赛。国家测绘局对此次竞赛高度重视，把竞赛作为增强国家测绘局凝聚力和感召力的重要抓手，将其列为2009年重点工作，专门成立了竞赛组委会，徐德明局长担任竞赛组委会主任。在整个组织实施过程中，竞赛组委会站在全局的高度，缜密细致地考虑各种问题，统筹安排好各阶段的工作，有效地保证了竞赛活动的顺利推进。在组委会的正确领导下，组委会办公室、技术委员会和赛区竞赛委员会等组织机构各负其责，全力以赴地开展工作。在比赛内容和难易程度等方面的设计过程中充分体现了普及性和竞技性，受众面广，参与度高，既反映了现代化测绘仪器在测绘生产中的应用，又兼顾了传统测绘技术和方法的传承。

　　宋超智说，这次竞赛是一次攻坚克难的竞赛。首先，这是国家测绘局成立53年以来首次举办的国家级职业技能竞赛，竞赛规模、规格在测绘行业都是史无前例，没有任何成功的经验可以借鉴，但在竞赛组委会的正确领导下，主办单位和承办单位大胆摸索，攻坚克难，成功举办了此次竞赛。其次，在竞赛经费十分紧张的状况下，主办单位和承办单位顾全大局，多渠道筹措资金，为大赛如期举办夯实了基础。第三，黑龙江测绘局和河北省测绘局作为承办单位，倾全局之力，精心安排， 在人员配备、设备配置、食宿安排、交通保障、志愿服务等方面，制定了详实的工作方案，进行了周密的部署，有力地确保了各项赛事的顺利进行。

　　宋超智指出，此次竞赛收获颇丰、影响深远。一是为广大测绘工作者提供了一个充分展示技能水平和自身价值的良好平台。二是积累了举办技能竞赛经验，对今后开展全国性技能竞赛具有很好的指导作用。三是进一步坚定了国家测绘局将竞赛工作纳入常态化管理，建立机制的信心和决心。通过此次竞赛的成功举办，必将促进测绘从业人员职业技能水平的进一步提高，必将促进测绘行业尊重知识、尊重劳动、尊重人才风尚的进一步发扬，必将促进测绘高技能人才的进一步涌现，必将促进测绘服务保障能力的进一步增强。

　　宋超智要求，各有关单位和部门要以首届全国测绘行业职业技能竞赛成功举办为起点，认真总结经验，不断创新测绘高技能人才培养思路，努力探索将竞赛工作纳入常态化管理的长效机制，加快培养一支技术精湛、结构合理、素质优良的技术型、复合型和知识型高技能人才队伍，并将竞赛活动作为测绘文化建设的重要组成部分，更好地为测绘事业又好又快发展服务。
