[论文]浅议矿山测量管理对工程质量的重要性

一、矿山测量工作在矿井基建中的重要性
矿山测量工作是一项重要的基础技术工作,是矿井开拓、生产过程中重要的组成部分,矿山测量工作贯穿于矿井每项工程的始末,在矿井基建和生产中,起着非常重要的作用,概括起来有以下几点:资源开发中起先锋作用、日常生产中起保证作用、资源利用与工程施工中起监督作用、安全方面起指导作用。测量成果作为矿井施工的基础资料,是安全生产指导决策的依据,是矿井长远规划、生产设计的基础,是矿井严格按设计开拓、生产的保证。测量成果的精确和可靠程度,直接影响矿井的生产与安全。因此,保证工程质量、搞好矿山测量管理工作是非常重要的。
二、矿山测量工作的特点
1.矿山测量工作是一项对设计把关的工作,不能因为设计有误而将错就错,使煤矿蒙受损失。
2.矿山测量工作是一项艰苦的工作,这主要是由于工作环境差、所用仪器、工具笨、携带不便。
3.矿山测量工作是一项特别细致的工作,“失之毫厘,谬以千里”是测量工作的真实写照。
4.矿山测量工作是连贯性极强的工作,全矿井从井上到井下,由近及远,测量资料是一个整体系统。
5.矿山测量工作是一项点多面广的工作,涉及井田范围内,地面村庄、河流、铁路、公路、桥粱等各种构筑物及井下各巷道、工作面。
6.矿山测量工作是一项循环往复、多人参与,内、外作业需要同时进行、集体完成的工作。
7.矿山测量工作是一项精度受人、仪器、测量方法、环境因素等影响的工作。
三、矿山测量事故的原因
1.矿山测量工作点多面广、管理难度大,易造成管理漏洞,引发事故。
2.没有严格检查设计图纸的有关资料,用错误的设计图纸,给现场施工测量造成事故。
3.工作人员受懒惰思想或其他思想的作用,工作不认真仔细,不按正规的测量方法操作检查,就会造成事故。
4.由于测量资料的连贯性,所以中间某一点资料有误,则导致全部资料错误。
5.由于矿山测量工作多人参与,所以如果某一人出现错误,其他人员又未及时检查发现,则造成测量成果错误。
四、在矿山测量工作中,推行全面质量管理
1.全员质量管理。测量工作是一项多人参与才能完成的工作,只有全体参与者都做到正确无误,才能保证测量成果的精确可靠。因此,应做好以下四个方面的工作:
(1)做好测量人员的思想工作。培养他们吃苦耐劳的精神和认真细致、一丝不苟的严谨作风。定期举办座谈会,人人讲述自己所知道的测量事故,分析讨论其原因所在,造成何种损失,并记录在案,以警示自己的测量工作,使每个测量人员牢固树立“质量第一”的思想,加强每个人的质量意识。
(2)测量技术与技能培训。结合工作需要,有计划地组织全体人员学习测量专业技术,交流工作经验,有条件时,可组织人员轮流外出学习测量新技术。并定期举办岗位练兵,不断提高全体人员的业务素质、操作技能以及处理问题的能力。
(3)建立测量人员岗位责任制。使其明白岗位就是责任、责任重于泰山;明确自己该做什么,按什么标准做。从主任到组长到组员分别制定岗位责任制。
(4)开展各种形式的小组活动,对每一重点测量工程,根据其要求精度高低,制定出合理的测量方案。
(5)充分发挥全体测量人员的聪明才智,找出影响测量精度的重点区段,并制定出测量方案。
2.抓好全过程的质量管理。测量工作是一项连贯性极强的工作,前面的工作做不好,直接影响到后面的工作,全过程质量管理应从以下几点控制:
(1)每次测量,均应检查上次测量成果的可靠性、精确性,限差要求参照《煤矿测量规程》有关规定。
(2)定期检核仪器、工具,绝不使用有问题的仪器、工具。
(3)认真检查设计图纸,正确无误后,方可经两人对算准备测量资料,作业人员共同研究测量方案后,下井施测。
(4)测量工序的各个环节,严格按规定的标准测量方法施测,井严格把关,对超限的资料及时进行重测和补测。
(5)在施测过程中,每人按照各自的岗位责任制,做好自己的工作。
(6)在施测现场,不能因现场人员杂乱、催促,而造成心理紧张,造成测量或计算错误。
(7)施测过程中,应做到记录清楚、计算准确,原始记录本上应画出草图。
(8)施测结束后,现场及时检查记录及计算推导是否正确,检查无误方可上井。
(9)施测资料进行统一整理归档保存。
3.全方位质量管理。全组人员由于管理层次、分工不同,所负责的范围、区段不同,所以各作业小组应加强组织协调,共同搞好测量工作。把各层次的测量管理落到实处,从主任到组长,到每一成员纵向到底。将现场测量中的质量保证,扩展到每一次测量工作中及服务工作中,横向到边。
4.测量方法分析与管理。在测量工作中,根据精度要求广泛、灵活地运用多种多样的测量方法、计算方法,使测量人员能够快速、高精度地干好每一项测量工作。在测量工作完成后,根据测量成果,求出测量精度,以指导以后的测量工作。并在有条件的前提下,尽量运用先进的测量仪器和测量方法。对于测量事故,组织全组人员,严格分析,找出原因,并记录在案,同时全组讨论同样的失误可能发生的地方,以引起大家的注意,并做好将来的工作。
