[论文]关于矿山测量管理中全面质量管理的应用

摘要:我国经济的快速发展使得我国对能源的需求近一步加大,这也给我国矿业企业的带来了更大的发展空间。矿山测量是矿山建设时期和生产时期的重要环节,直接关系到矿山安全。矿山测量工作主要是对地面和井下进行,其不但是矿山生产建设服务的关键,也是安全生产提供信息的主要来源之一,因此贯彻矿山测量全面质量管理对矿山开采有着重要的意义。文中就矿山测量管理中全面质量管理的应用进行了简要的论述。

  近年来,我国经济对能源供给的需求不断增加,这在很大程度上促进了我国矿山勘探与开采的进度。对这矿业企业对矿山勘探的深入,作为矿山建设时期与生产时期重要环节的矿山测量也被列入到了重点工作规划中。矿山测量是矿山安全生产的关键,其对于矿山生产有着重要的意义。矿山测量的任何疏忽或粗率都会影响生产或有可能导致严重事故发生。因此,矿山测量在矿山开采中的责任与作用都是很大的。加强矿山测量管理已经成为我国目前矿业企业重点工作之一。
  
  一、我国矿山测量管理现状分析
  
  目前我国矿山测量管理工作还不完善,近年来矿山开采过程中事故时有发生。为了进一步加强我国矿山管理,规范矿山生产,保障矿山安全生产,我国已经开始加强矿山测量的管理工作。从事矿山测量的单位必须依法取得相应的测绘资质,测量人员必须依法取得执业资格;矿山测量必须采用国家统一的测绘基准、测绘系统、测量规范等,保证测绘成果质量;矿山测量实行项目登记和成果汇交制度,测绘成果质量实行终身责任追究制度;测绘成果必须按照国家有关规定进行质量检验后方可使用,中型矿山测量成果应经省级以上专门测绘质检机构检验。各省也正在加强矿山测量工作的监督管理,省国土资源厅也不定期的组织对矿山测量成果进行质量抽检,并公布抽检结果,对测量成果质量不合格的单位依法予以处罚。种种措施对于我国的矿山测量管理都起到了重要的作用。
  
  二、全面质量管理在矿山测量管理中的应用
  
  测量工作是一项专业性强,需多人配合才能完成的工作,往往一个环节的小失误就会影响整个工作成果。杜绝测量工作失误,不仅是一个技术问题,也是一个管理问题,如何将先进有效的管理方法在测量工作中进行推广应用,是做好矿山测量工作的一个重要方面。因此将全面质量管理中的全员全过程质量管理过程引入矿山测量管理对于矿山测量工作的实施有着重要的意义。
  (一)建立完善的质量体系,保障全面质量管理在矿山测量管理的实施
  矿山测量管理的全面质量管理实施,首先要建立一套适应企业自身情况的质量管理体系,通过质量管理体系、质量管理制度体系的建立,来做好矿山测量管理的基础。在制度体系建立过程中一方面要注意强调体系的全面性及全过程性,另一方面要注重与企业自身情况的集合。避免出现由于质量管理体系建立而带来的人员过度增加,适当的增加质量管理人员是必须的,但是要针对企业情况,通过专职、兼职等职能代管来进行企业质量管理系统中管理人员的工作分配。另外在质量体系建立的过程中,要注重奖惩制度的建立。通过奖惩制度促进矿山测量过程中全员的参与。同时对于监控与监理制度也要进一步完善,以保障质量管理体系实施过程中监管的力度。
  (二)建立矿山测量管理验证体系,促进全面质量管理的实施
  验证体系是矿山测量全面质量管理体系中的重要一环,通过对测量方式方法、测量用仪器设备等的验证来证明测量数据的真实性有效性,并保证多次同点测量结果的稳定性。
  (三)建立QA、QC质量管理体系,保障矿山测量质量
  矿山测量质量就是矿山测量结果的真实性、有效性以及准确性。为了更好的对矿山测量进行有效的管理,建立一套QA、QC质量管理及检验体系是矿山测量管理的重点。通过QA在现场对矿山测量的过程、仪器操作、数据收集、测量记录等进行现场监控,来保障矿山测量过程的质量控制,保障测量结果的准确性。同时通过QC检验系统对矿山测量结果进行分析与检验,土样的二次检验等手段,对测量结果的进行复核。最终通过QA、QC双方面的共同控制来保障矿山测量的质量。
  (四)建立矿山测量数据库,提高质量管理体系的质量控制能力
  利用矿山企业现存信息化网络体系,改建网络系统。建立矿山测量数据库,将企业实施过的测量案例等进行归档与分类。并将矿山测量中的注意事项等纳入数据库中。为后期的测量工作做好信息收集工作,在以后的工作中一旦遇到相同情况可以及时才查阅数据库,避免不必要的耽搁。在进行数据库建立时要将原有测量信息分析归档,并根据测量的实际情况将数据结果表明的表象也一并纳入。为后期的参考提供更多的信息。质量控制点就是为了保证测量数据准确性而确定的重点控制对象、关键部位或薄弱环节。测量过程中操作技术参数、自然条件、土样取样条件等等都可以成为矿山测量过程的质量控制点。矿山测量质量控制点可以根据测量地域、地质情况、矿储深度等的不同而不同。矿山测量是整个矿山生产安全形成的阶段,因此,在测量过程中要以测量数据质量真实性准确性为核心、设置质量控制点、严格按着质量控制点进行测量,并通过质量管理人员的审核与现场检查以保证工程质量。在矿山测量过程中质量控制点的设置是非常重要的,合理的设置可以更加有力的保证测量结果的真实性。通过数据库的建立可以为矿山测量全面质量管理做好信息储存与归档,强化全面质量管理体系的功效。
  (五)加强培训,提高人员素质,减少误差与事故
  定期举办相关人员的培训,通过基础操作知识、测算知识、注意事项等的反复强调与培训,加深人员技能,减少误差出现的几率,降低操作事故。提高矿山测量结果的质量。
  
  三、增加矿山测量投入,提高测量效率与质量
  
  矿山测量对于矿山生产有着重要的意义,因此在实际测量过程中,必须加强测量管理,采取确实可行的措施,通过提高测量人员的素质,培养测量放线人员吃苦耐劳、细心谨慎、团结协作的基本条件。提高能力,强化质量意识,养成事前反复考虑,事后认真检查的好习惯。全方位的做好矿山测量工作,以保证和提高测量质量。同时还要增加测量仪器的成本投入,不断引进新的技术与设备,采取先进的测量工具,做好测量仪器的定期检测工作。提高矿山测量的工作效率与准确性,保障矿山的安全生产,为我国的经济发展做好基础能源供应。
  结论
  矿山测量是矿山生产安全的基础保障,因此对于矿山测量管理的全面质量控制实施就显得尤为重要。矿山测量管理的全面质量管理实施,需要企业领导人以高度的重视以及一定的投入来进行。通过完善的质量体系建立以及奖惩制度来促进矿山测量全员参与的质量控制与管理,并通过全过程的质量监督与检验对矿山测量结果等进行有力的监督与保障,最终确保矿山的生产安全。
