国土资源部政务大厅推行首问负责制

为向公民、法人和其他组织提供方便、快捷、优质、高效的精细化公共服务,明确责任主体,接受监督,日前,国土资源部办公厅出台《国土资源部政务大厅首问负责制度暂行办法》,规定部行政审批事项和政府信息依申请公开等公共服务事项的咨询、办理,按照“一站式”服务的要求,“谁受理,谁负责到底”的原则,实行首问负责制。

 

  《办法》规定,政务大厅统一办理部行政审批事项和政府公开申请材料的接收、形式审查、过程督办,以及接收回执、补正与受理通知、审批结果、答复意见的送达等工作,提供一条龙“窗口”服务。

 

  《办法》规定,公民、法人和其他组织到国土资源部咨询、申请办理行政审批或政府信息依申请公开等公共服务事项时,政务大厅接受询问或申请的首位工作人员即为首问负责人,首问负责人根据岗位职责对咨询、办理事项负责到底。对属于首问负责人岗位职责范围的事项,必须认真给予解答并及时办理。可以当场办结的,须当场办结;不能当场办结的,向申请人说明办理时限。对不属于首问负责人岗位职责范围,但属于政务大厅职责范围的事项,首问负责人要负责告知或指引到相关的工作岗位,该岗位工作人员相应成为首问负责人。政务大厅主任对政务大厅实施首问负责制负总责。

 

  《办法》规定,实行一次性告知制度。对于材料齐全、符合法定形式、纸质与电子文档一致的行政审批报件,当场接收;对于手续、材料不齐全或不符合法定形式等不具备受理条件的行政审批报件,或在司局审查过程中需要补正的,必须一次性书面告知申请人办理程序、必备或需补正的材料,列出补充材料目录清单,并告知申请人暂时不能受理或需要补正的原因。

 

  《办法》规定,严格执行限时办结制度。政务大厅工作人员和相关司局主办人员,在申请报件的接收、补正、受理、审查等各个环节,都应遵照行政审批事项办事指南规定的法定时限,按时办结。政务大厅通过“行政许可审批业务督办系统”了解办理情况,对行将超期的申请报件,及时提醒有关会审单位如期办结,并定期汇总办理情况报会审会通报。

 

  《办法》还规定,政务大厅工作人员要统一制服、佩戴实名胸卡,在服务窗口设立岗位桌牌,提供实名制服务,接受监督。工作人员不得以任何借口刁难、推诿、拒绝办理或拖延处理时间。
