“解放之初，乌鲁木齐市只有几条街,全疆没有一座像样的工厂，没有一条铁路，交通工具主要是马匹和骆驼。到2008年，新疆公路营业里程达到14.7万千米，全区通航里程达到14.78万千米，这一切变化都离不开新疆测绘工作和各族测绘职工几十年如一日的艰苦付出。”这是在举国欢庆新中国60周年华诞之际，正在社区带工作组做维稳工作的新疆测绘局党组书记刘戈青讲述60年来新疆测绘事业的巨大变化时说出的一番话。
新疆幅员广大，需要测绘的面积是内地省区的几倍甚至几十倍。要取得与内地同样的成绩，在新疆需要付出的更多。新中国成立60年来，全疆测绘战线各族职工作出了独特的贡献。
测绘途中
——基础测绘得到加强，保障能力显著提高。刚解放时，新疆测绘工作一穷二白，在国家测绘局及兄弟单位的支持下，在艰苦的条件下开展测绘工作，建立了基础大地控制网。1974年新疆测绘局成立后，基础测绘工作主要由国家投入完成。1998年新疆新一轮1：1万基础测绘艰难起步，2003年随着西部大开发战略的深入实施，新疆进一步加大对基础测绘的投入水平, 国家在基础航空摄影、1：5万空白区测图等方面加大了对新疆的投入。近10年来，国家、自治区、地州累计投入基础测绘资金近3 亿元，到2009年1：1万地形图成图面积23万平方千米，覆盖率达到18.7%，新疆测绘工作实现了跨越式发展。新测的一大批测绘成果为新疆水利工程、能源开发、生态环境治理、交通建设等一大批国家和全区重点建设项目提供了及时高效的保障服务，推动了国家稳疆兴疆和新疆优势资源转换、新型工业化建设等战略的实施。
——科技进步成效显著，一批重大项目获奖。新疆测绘事业的发展有赖于科学技术的进步。传统的模拟技术体系到上世纪90年代末期在全行业彻底淘汰，测绘高新技术开始应用于测绘生产中，数字产品及其复合产品取代了模拟地图，尤其是近10年来全区测绘科技水平与内地差距逐步缩小，在全国率先将GPS空三测量技术大规模应用于生产，提高了工效，节约25%的成本。编制出版汉、维、哈三种语言的新疆地图集，地图编制技术达到国内先进水平。一大批地图集、新疆国土资源环境信息系统、艾丁湖洼地海拔高程重测等项目获奖。
测绘局第一批女野外测绘工作者
——市场统一监管从无到有，由弱到强。新疆测绘行政执法走过了从没法管、不敢管、害怕管到依法管、联合其他部门协同作战的历程，从而树立了严格依法行政，维护测绘执法权威的新形象。新疆严查地图市场违法行为引起全区各界的震动及内地省区的关注。在相关部门的配合下，先后查处了多起外国人在新疆非法测绘案件，在国内外引起强烈反响。建立了与安全、技术监督、保密部门联合执法机制。自治区及时颁布了地方测绘法规和政府规章，建立健全了相关测绘行政执法和程序性规范性文件。建立了贯通到县市的全区三级测绘行政管理体系，全部地州（市）和大部分县市测绘行政管理职能得到落实，超过半数的地、县在国土资源局的基础上成立了测绘局。完成87个县的第一轮测量标志普查工作。建立和逐步完善了以测绘资质审批为核心的测绘市场准入和退出动态监管体系。全疆现有测绘单位292个，从业人员达到3万多人。
——测绘应用领域拓宽，服务效益日益显著。建局35年以来，新疆测绘局主要完成国家和自治区基础测绘任务，随着新疆开发进程的加快，测绘服务的空间和应用领域不断扩大：为国土资源管理服务，完成了30多个县市的地籍测量项目，为两次土地资源大调查提供测绘保障。为交通建设服务，开展了南北疆铁路、全疆高速路网多条公路带状图测绘和控制网布测。为能源建设服务，完成塔里木盆地中部GPS测量、西气东输辅助工程测量、准东煤电煤化工产业园区项目、西煤东运煤炭基地测绘工程。为生态环境治理服务，完成塔河干流1：1万基础测绘，为领导决策和管理服务，研建完成自治区政府辅助决策信息系统，开展了全区应急指挥系统基础地理信息平台项目建设。为维护稳定和应急管理服务，先后为奥运火炬传递、国际联合反恐演习、处置“7·5”事件等提供紧急供图。加强与相关部门合作，完成全疆县市乡镇界线挂图项目、90个县市平均海拔测算项目、多条待建公路选线遥感卫星影像图制作工作。为文物普查和长城资源调查提供了大批文物普查专用图件，完成多个城市土地利用更新调查数据库建设项目。加强国内外测绘经济交流，与澳大利亚合作，承揽多项国外测绘数据外包项目。

——整体实力大大增强，团结奋进共图发展。上世纪90年代，国家开始对基础测绘实行分级管理，新疆测绘局面临任务短缺、难以为继的窘况。“穷则思变”，领导班子发挥合力，各族测绘职工上下齐心，从1998年起新疆测绘局相继获得自治区文明机关、新疆科技兴行业先进单位荣誉称号。2003年全面实现了局党组提出的“三年大变样”的发展目标。2006年全局所有事业单位均进入自治区文明单位行列。2008年全局经济收入、测绘服务总值达到5112万元，国有资产超过1亿元。与此同时，分批选派处级干部到各级党校脱产学习，赴地县、内地和上级机关挂职。采取多种渠道大规模培训专业技术人员，优秀人才在承担重大项目中不断进步，近10年有20多人次获得全国和全区各种科技先进个人荣誉称号，全局呈现奋发向上、共图发展的良好局面。
