“开局良好、进展顺利、稳步推进、全国联动”，全国地理信息专项整治工作在前期的动员部署、组织实施阶段，已经取得阶段性成果。这是记者日前从全国地理信息市场专项整治工作领导小组第二次会议上得到的消息。

　　在动员部署阶段，国家测绘局、工业和信息化部、国家安全部、国家工商行政管理总局、国家新闻出版总署、国家保密局、总参测绘局等七部门认真贯彻落实《国务院办公厅转发测绘局等部门关于整顿和规范地理信息市场秩序意见的通知》精神，积极履行职责，密切配合，周密部署，扎实工作，基本完成了动员部署、机构建立、方案制定等工作，为做好整个专项整治工作开好了头，打开了局面，奠定了基础。领导小组办公室筹划召开了专项整治工作领导小组第一次会议，印发了《全国市场专项整治工作方案》，组织召开了全国电视电话会议，举办了两期专项整治培训班。国家测绘局成立了专项整治工作领导小组办公室政策组、协调组和宣传组，颁布了新修订的《测绘资质管理规定》和《测绘资质分级标准》，将导航电子地图制作和互联网地图服务活动纳入管理，向国务院报送了2008年加强网上地理信息安全监管工作情况的报告，印发了《关于做好全国地理信息市场专项整顿宣传工作的通知》。工业和信息化部向全国信息产业和通信管理部门转发了工作方案，对做好专项整治工作作出了部署。国家安全部印发了《关于开展全国地理信息市场专项整治工作的通知》和电视电话会议部领导讲话，对国家安全部门贯彻全国电视电话会议精神、做好专项整治工作提出了明确要求。国家工商行政管理总局切实抓好地理信息产品流通环节的整治工作，要求各级工商机关认真履行职责。国家新闻出版总署要求新闻出版部门的主要负责人要亲临一线抓落实，并向全系统转发了工作方案。国家保密局把测绘保密列为专项工作，注重宣传引导，在保密专刊开辟了专栏。总参测绘局要求军队所有相关单位积极参加各级专项整治培训，通力配合地方各部门工作。国家保密局、总参测绘局还加强测绘成果保密管理政策研究，会同国家测绘局启动了《测绘管理工作国家秘密范围的规定》《关于对外提供我国测绘资料的若干规定》的修订工作。全国31个省（区、市）印发了工作方案，成立了领导小组，部分省（区、市）政府领导还亲自担任领导小组组长，大部分设区市成立了相应的工作机构。各地区、各部门充分发挥新闻媒体的作用，加强了对专项整治工作的宣传报道，营造了良好的舆论氛围。

　　在组织实施阶段，各地、各部门按照围绕“三查四抓”，全国联动，统筹协调，稳步推进，形成了“全国统一领导，地方政府负责，部门指导协调，各方联合行动”的良好局面。领导小组办公室认真组织协调，印发了《关于做好全国地理信息市场专项整治组织实施阶段工作的通知》和《关于报送全国地理信息市场专项整治阶段工作总结的通知》；针对有些省专项整治工作相对滞后的现状，及时下发了催办函；开展了调研检查，总结了省市专项整治工作取得的经验和存在的不足，指出了下一步工作重点；配合中央电视台制作了电视专题新闻，为专项整治工作创造了良好的外部环境。国家测绘局作为牵头部门，在各部门的积极协作下，着力开展了5项工作。在提升能力方面，先后举办了保密、基础测绘条例、地图审核、执法、地方管理干部教育、测绘成果管理等8期培训班，为做好专项整治工作打下了坚实的理论基础。在工作调研方面，国家测绘局局长徐德明到地理信息企业进行了调研并出席了地理信息产业发展座谈会；召开地理信息企业座谈会，深入了解了地理信息市场发展的现状。在法制宣传方面，国家测绘局主管副局长宋超智接受新华网专访，介绍专项整治工作的有关情况；参加在吉林长春举办的测绘法宣传日活动，徐德明及吉林省有关领导参加了宣传活动。在规范执法方面，组织部分省市相关人员对《测绘行政执法文书制作规范》进行研究、修改，为下一步尽快出台规范，推进执法文书格式统一、落实执法考评制度奠定了基础。在推动产业发展方面，举办全国地理信息产业高峰论坛暨全国地理信息应用成果（地图）展览会，展示地理信息在基础服务、综合应用等方面所取得的新成果。

　　专项整治工作在前期的动员部署、组织实施阶段取得的阶段性成果，一是全面摸清了地理信息产业单位分布情况。据初步统计，无测绘资质开展地理信息产业活动的单位超过全部单位总数的10%以上。二是自查整改工作全面覆盖。各地明确了自查内容、自查方式、自查组织和自查时间。各单位针对自查中发现的问题，制定了整改措施，明确了整改重点，落实了整改责任，做到了自查整改工作全面覆盖。三是有序开展了测绘成果保密检查。各地高度重视地理信息保密工作，陕西、云南、江苏等地组织了省内培训。各地测绘和保密部门积极沟通，明确了检查对象和检查重点，部分省（区、市）建立了涉密工作台帐，安装了涉密计算机上网监控软件。四是强化地理信息服务网站监管。各地各部门密切配合，加大了互联网地图和地理信息服务网站的监管力度，专人负责检索地理信息服务网站。初步统计，全国共检查互联网站近5万家、发现问题网站近6000家、整改近1000家、关闭违规和未备案网站近5000家。河南、河北、江苏、江西等地对互联网站的检查做到了认真、细致、全面。五是加大地图市场日常巡查力度。测绘部门积极协调新闻出版、工商等部门联合对车站、广场、书店、文化品市场等地图产品流通场所进行了检查，河南、新疆、浙江、西藏、福建等省收缴、销毁了一大批违规、盗版地图产品。黑龙江、河南、吉林等省新闻出版部门全面开展了出版市场检查，查处了一批地图侵权案件。六是开展了地理信息使用情况和出版物市场检查。各地对近年来测绘成果使用单位开展了全面调查，掌握了使用单位的基本状况。七是依法查处一批重大违法案件。各地重点抓好了“涉外、涉军、涉密、无证”测绘案件的查处工作，有效净化了市场环境。
