近日，云南省首个数字城市地理空间框架建设试点项目——数字安宁地理空间框架建设项目设计方案通过专家评审。同时，国家测绘局、云南省测绘局、安宁市人民政府共同签署数字安宁地理空间框架建设项目合作共建协议。该项目完成后将对促进安宁城市信息化建设和地理信息资源共享，提高城市公共服务、应急处理以及科学决策的能力和水平起到重要作用，并对云南省数字城市建设起到示范和带动作用。

　　数字安宁地理空间框架建设项目包括4个方面：基础地理信息建设、地理信息公共平台建设、应用示范建设及支撑环境建设。其总体目标是，紧密结合安宁市地方实际情况，从满足安宁市政府及其各部门应用决策需求出发，采用遥感、地理信息系统、数据库及计算机网络等现代信息技术，充分利用现有基础进行更新与完善，建立现势性强、完善的基础地理信息数据库，建成安宁市权威的、唯一的地理空间信息公共平台，为政府及各部门的信息化建设服务。

　　项目选择国土和环保两个领域开展应用示范，先建立国土资源综合管理信息系统、环境保护管理信息系统，然后逐步在政府及其各部门全面推广。项目计划在2010年底完成。

Digital geo-spatial framework of the peace-building project includes four aspects: the building of basic geographic information, geographic information public platform construction, application and demonstration of building and supporting environment. The overall objective is peace in the Urban areas in close connection with the actual situation of the peace from the city to meet the needs of their departments should proceed with the decision-making, using remote sensing, geographic information systems, databases and computer networks, and other modern information technology, make full use of existing infrastructure to be updated and improvement of the current potential to establish strong, sound basic geographic information database, and built the authority of Anning City, the only geospatial information public platform for the Government and various sectors of information technology construction.


Project selection and environmental protection are two areas of land to carry out application demonstration, first to establish an integrated management of land resources information systems, environmental management information systems, and then gradually in the government and all departments to promote. Project is planned to be completed by the end of 2010.
