导航与地理信息标准论坛暨二○○九年世界标准日纪念活动现场。

　　10月14日是世界标准日，由国家测绘局组织、全国地理信息标准化技术委员会主办、中国全球定位系统技术应用协会协办的导航与地理信息标准论坛暨2009年世界标准日纪念活动在北京举行。国家测绘局副局长、全国地理信息标准化技术委员会主任委员李维森出席会议并讲话。

　　1946年10月14日是国际标准化组织成立纪念日，这一天即被选定为世界标准日，1970年开始庆祝活动。今年是第40个标准日，主题是“标准应对全球气候变化”。针对这一主题，李维森指出，地理信息技术的应用及相关标准的施行确保了与人类经济社会活动相关的地理信息的精准性，为人类经济社会活动提供了直接、快捷的解决方案，避免了因信息不准确导致的时间、能源的浪费，从而减少了相关活动产生的大气污染物的排放，对应对全球气候变化都具有重要的作用和意义。地理信息产业发展得越好，标准化程度越高，地理信息技术的社会化应用越广泛，全球气候节能减排的效果越明显。

　　他说，标准化是一项政策性和技术性都很强的基础性工作，是全面推进信息化的技术支撑和重要基础。测绘与地理信息标准化是促进地理信息共享和应用的前提和必由之路，是推动测绘事业和地理信息产业技术进步、产业升级、质量提高的技术基础。以汽车导航产业发展为例，在汽车导航产业发展之初，缺乏可供公开使用的导航电子地图成为整个导航产业发展的瓶颈。国家测绘局针对这一问题，组织研发了拥有自主知识产权的地形图保密处理技术，并以此为核心技术制定了强制性国家标准《导航电子地图安全处理技术基本要求》，对导航电子地图的空间位置和内容的安全处理作了限制性规定，既保守了国家秘密、维护了国家安全，又满足了导航电子地图公开使用的各项要求。目前，国家测绘局已经制定施行一系列导航电子地图标准，并广泛应用于汽车导航等社会活动。标准的应用有效地维护了国家安全，催生和推动了整个导航电子地图产业的发展。

　　李维森对参加活动的各企事业单位的技术人员寄予殷切期望，希望他们能够进一步加深技术标准化、产品标准化对促进企业进步和事业发展的基础保障作用的理解，从而进一步树立以标准化推动技术升级、促进企业进步、推动事业发展的理念。他鼓励和欢迎有志于争当产业发展先行者、排头兵的企业积极参与标准研究和制修订工作，不断提高企业标准化水平和能力。

　　全国地理信息标准化技术委员会秘书长李莉向与会者介绍了标委会的工作以及地理信息标准的制修订情况。中国全球定位系统技术应用协会秘书长张建国主持论坛活动。武汉大学常务副校长李清泉、北京超图软件股份有限公司王康弘、武汉中地数码集团刘永、中测新图遥感公司李英成、北京四维图新股份有限公司曹晓航分别作《导航电子地图存储格式研究进展》《二三维一体化地理信息技术发展及对地理信息标准的思考》《标准——企业腾飞之翼》《摄影测量与遥感技术发展和标准》《导航电子地图标准的发展及应用》专题报告。
