是主管土地资源、矿产资源等自然资源的规划、管理、保护与合理利用及测绘行政管理的省人民政府组成部门。
    
     (一）研究拟定有关土地、矿产资源和测绘管理的地方性法规和规章，拟定管理、保护与合理利用土地资源、矿产资源及测绘管理等政策；依法监督土地、矿产资源管理和测绘工作的技术标准、规程、规范和办法的执行，制定有关实施办法细则，并监督实施。
     （二）组织编制和实施全省国土规划、土地利用总体规划和其他专项规划；参与报国务院、省政府审批的城市（镇）总体规划的审核；指导审核市、县（市)、乡（镇）土地利用总体规划；组织编制和实施矿产资源保护与合理利用规划、地质勘查、地质灾害防治和地质遗迹保护规划、计划；组织编制全省测绘事业发展规划，负责制定和实施本省基础测绘、地籍测绘和其他重大测绘项目的规划、计划。
     （三）监督检查市、县（市）国土资源主管部门行政执法和土地、矿产资源规划执行情况；依照规定负责有关行政复议和应诉；依法保护土地、矿产资源所有者和使用者的合法权益；承办并组织调处重大权属纠纷；查处重大违法案件。
     （四）拟定实施耕地特殊保护和鼓励耕地开发政策；实施农地用途管制；监督指导未利用土地开发、土地整理、上地复垦、基本农田的保护和耕地开发工作，确保耕地面积只能增加，不能减少。
     （五）统一管理全省城乡地政、地籍工作，制定、实施地籍管理办法；组织土地资源调查、地籍调查、土地统计和动态监测；组织指导地籍信息系统建设；指导土地确权、城乡地籍、土地定级和土地登记、发证等工作。
     （六）主管全省土地的征用、划拨工作；承担报国务院、省政府审批的各类用地的审查、报批工作；参与重点建设项目的评估论证、选址定点、设计审查、竣工验收等工作。
     （七）负责全省土地市场和土地资产管理；拟定并按规定组织实施土地使用权出让、租赁、作价出资、转让、交易和政府收购管理办法；制定国有土地划拨使用目录指南和乡（镇）、村用地管理实施办法；负责国有企业处置划拨土地使用权的审批管理；指导农村集体非农土地使用权的流转管理；指导基准地价、标定地价评测；审定评估机构从事土地评估的资格，确认土地使用权价格；负责土地收益的征收管理工作。
     （八）依法管理矿产资源探矿权、采矿权的审批登记发证和转让审批登记；负责探矿权、采矿权评估机构资质的审核以及对评估活动的监督管理，确认评估结果；依法监督管理矿产资源开发利用和有效保护；按规定会同有关部门管理矿产资源补偿费、探矿权和采矿权使用费与价款的收取及使用。
     （九）负责全省矿产资源储量管理；组织进行矿产资源供需形势分析和发展战略研究；统一管理地质资料的汇交和馆藏业务；组织全省矿产资源的调查评价；依法实施全省地质勘查行业管理；监督管理全省地质勘查活动；审查确定地质勘查单位资格，管理地质勘查成果；审批或审查对外合作区块。
    （十）组织监测、防治地质灾害和保护地质遗迹；依法管理水文地质、工程地质、环境地质的勘查和评价工作；监测、监督防止地下水的过量开采与污染，保护地质环境；认定具有重要价值的地质地貌景观、古生物化石产地、标准地质剖面等地质遗迹保护区。
    （十一）组织并管理全省基础测绘、行政区域界线测绘、地籍测绘和其他重大测绘项目；负责测绘单位资格审查发证、测绘任务登记、测绘产品质量监督和管理。
    （十二）管理全省测绘基准和测量控制系统；根据授权管理测绘行业的计量工作；指导全省测绘行业标准化工作；组织指导全省基础地理信息系统建设和基础地理信息社会化服务；依法管理全省地图编制工作，审查向社会出版、展示的地图，管理并审核地名在地图上的表示。
    （十三）安排并监督检查国家、省财政拨给的地勘、测绘、土地等事业经费和其他专项资金的使用；组织开展对外合作与交流。
    （十四）承办省政府交办的其他事项。

      (B) To organize the preparation and implementation of the provincial land-use planning, land-use planning and other special planning; participation in the State Council, the provincial government for approval of the city (town) overall plan for audit; guidance audit the city and county (city) and township (town ) overall land use planning; organize the preparation and implementation of protection and rational utilization of mineral resources planning, geological prospecting, geological disaster prevention and geological relics protection plan, plan; organize the preparation of provincial development plans, surveying and mapping for the formulation and implementation of the provincial base mapping, cadastral mapping and other major mapping project planning, planning.
