福建省国土资源厅于2000年4月10日正式成立，是省政府机构改革中新组建的单位之一，由原福建省土地管理局、原福建省地质矿产厅组建而成。主要职能是对土地资源、矿产资源等自然资源进行规划、管理、保护与合理利用。
　　省国土资源厅现有编制118人，厅领导:魏克良（厅党组书记、厅长）、邵  旭（厅党组成员、省地勘局党组书记、局长）、李忠生（厅党组成员、纪检组长）、何清和（厅党组成员、省测绘局党组书记）、林依标（厅党组成员、副厅长）、蔡  伟（厅党组成员、省库区移民开发局党组书记、局长）、叶  敏（副厅长）、林金本（厅党组成员、省煤田地质局局长）、何南飞（厅党组成员、副厅长）、陈华珍（省国土资源监察总队总队长，副厅级）、陈声建（副巡视员）。
　　国土资源厅机关下设：办公室、政策法规处、规划处、财务处、耕地保护处、农用地转用征用处、地籍管理处、土地利用管理处、矿产开发管理处、矿产储量管理处、地质环境处、地质勘查处、执法监察局、人事教育处、机关党委、离退休干部工作处、纪检监察室等17个处室；厅直属事业单位有：福建省国土资源勘测规划院、福建省国土资源档案馆、福建省国土资源监察总队、福建省国土资源宣传教育中心、福建省国土资源评估中心、福建省省级土地登记中心、福建省土地开发整理中心、福建省地质环境监测中心、福建省国土资源信息中心等9个单位。
　　福建省国土资源厅主要职责是：
　　(一) 组织贯彻国家有关国土资源管理的法律法规和政策，拟定并贯彻地方性国土资源管理法规规章，研究、制定地方性国土资源管理政策；依照规定负责有关行政复议；贯彻实施土地资源、矿产资源的技术标准、规程、规范和办法。
　　(二) 组织编制和实施国土规划、土地利用总体规划和有关的专项规划；参与报省政府和国务院审批的城市总体规划的审核，指导、审核地方土地利用总体规划；组织矿产资源的调查评价，编制矿产资源保护与合理利用规划、地质勘查规划、地质灾害防治和地质遗迹保护规划。
　　(三)监督检查各级国土资源主管部门行政执法和土地、矿产资源规划执行情况；依法保护土地、矿产资源所有者和使用者的合法权益，承办并组织调处重大权属纠纷，查处国土资源重大违法案件。
　　(四) 拟定实施耕地特殊保护和鼓励耕地开发政策，实施农用地用途管制，组织基本农田保护，指导未利用土地开发、土地整理、土地复垦和开发耕地的监督工作，保证耕地总量 动态平衡。
　　(五)统一管理全省土地资源和城乡地籍、地政工作。制订地籍管理办法，组织土地资源调查、地籍调查、土地统计和动态监测；指导土地确权、城乡地籍、土地定级和登记等工作。
　　(六)拟定并按规定组织实施土地使用权出让、租赁、作价出资、转让、交易和政府收购管理办法，规范土地市场；贯彻实施国有土地划拨使用目录指南和乡(镇)村用地管理办法；指导农村集体非农土地使用权的流转管理。
　　(七) 会同有关部门定期确定公布全省基准地价、标定地价。主管全省城乡农用地转用、征用工作；承担报省政府和国务院审批的各类用地的审查、报批工作。
　　(八) 依法管理矿产资源探矿权、采矿权的审批登记发证和采矿权转让、出租的审批登记；审核对外合作区块；承担矿产资源储量管理工作，管理地质资料汇交；依法实施地质勘查行业管理，审查确定地质勘查单位和矿产资源开发利用方案编制审查单位资格，管理地勘成果；按规定管理矿产资源补偿费和采矿权使用费、采矿权价款的征收和使用；管理地质勘查专项资金项目，确认探矿权、采矿权评估结果。
　　(九) 组织监测、防治地质灾害和保护地质遗迹；依法管理环境地质勘查和评价工作；认定具有重要价值的古生物化石产地、标准地质剖面等地质遗迹保护区。
　　(十) 安排并监督检查土地开发整理、地质勘查专项资金以及财政拨给的其他资金。
　　(十一) 组织开展土地资源、矿产资源的科技工作和对外合作与交流。
　　(十二)承办省政府交办的其他事项。
　　(十三)根据省政府的规定，管理省测绘局。

The Office of Land and Resources of Fujian main duties are:
(A) organizing and implementing national land and resources management laws, regulations and policies, develop and implement local land and resource management laws and regulations, research, and development of local land and resources management policies; responsible for administrative review in accordance with the provisions; implementation of land resources, mineral resources resources, technical standards, procedures, norms and approaches.
