主要职能：

（一）贯彻执行党和国家有关国土资源管理的法律、法规、规章和政策，受委托研究起草有关土地、矿产资源等自然资源和地质环境管理的地方性法规、规章草案,经审议通过后组织实施；制定管理、保护和合理利用土地资源、矿产资源等自然资源和地质环境的政策；组织制定省土地资源、矿产资源等自然资源和地质环境管理的技术标准、规程、规范和办法；依照规定负责有关行政复议工作。

（二）组织编制和实施全省国土规划 、土地利用总体规划 、土地利用年度计划和其他专项规划；参与省政府审批的城市总体规划的审核；指导、审核市、县（市、区）、乡（镇）土地利用总体规划；实施省立建设项目的用地预审；组织编制和实施全省矿产资源总体规划、地质环境保护总体规划及专项规划；指导、审核市、县（市、区）矿产资源规划、地质环境保护规划及专项规划。

（三）监督检查市、县（市 、区）国土资源主管部门行政执法和土地 、矿产资源规划执行情况；依法保护土地、矿产资源所有者和使用者的合法权益，承办并组织调处重大权属纠纷，查处重大违法案件。

（四）制订并实施耕地特殊保护和鼓励耕地开发政策；实施农地用途管制,组织基本农田保护，指导未利用土地开发、土地整理、土地复垦和开发耕地的监督工作，确保耕地占补平衡。

（五）管理全省土地资源和城乡地籍、地政工作；制订地籍管理办法，组织土地资源调查、地籍调查、土地统计和动态监测；组织和指导土地确权、城乡地籍、土地定级和登记等工作。

（六）制订并组织实施土地使用权出让、租赁、作价出资、转让、交易和政府收购管理办法，管理和监督土地资产、土地市场；组织实施国有土地资产的清查、核定和处置工作；制订和实施乡（镇）村用地管理办法，指导农村集体非农建设用地使用权的流转管理。

（七）指导基准地价、标定地价评测，审定评估机构从事土地评估的资格，确认土地使用权价格；承担报省政府、国务院审批的各类用地的农地转用、征（使）用的审查、报批工作。

（八）依法管理探矿权、采矿权，规范矿业权市场；制定全省探矿权、采矿权市场的运行规则和管理办法，组织实施并指导探矿权、采矿权的行政授予、招投标和拍卖，审批探矿权、采矿权转让申请；收取探矿权、采矿权使用费和探矿权、采矿权价款；指导和监督全省矿业权市场的有序运行。

（九）统一管理矿产资源储量，管理地质资料汇交工作；对矿产资源勘查、开发、保护和合理利用进行监督管理；组织开展全省矿产资源开发利用年检、年报和矿产督察工作；实施地质勘查行业管理，审查确定地质勘查单位的资格，管理国家及省政府出资的地质勘查项目，管理地勘成果；依法征收和使用矿产资源补偿费，监督、验收矿山生态环境治理项目；审批、核发选矿许可证，监督管理独立选矿活动。

（十）组织地质灾害勘查、监测和防治；负责地质灾害评估、勘查设计、监理、施工单位资质审查认证的管理，认定地质灾害危险性评估结果；指导水文地质 、工程地质、环境地质勘查和评价，监测、监督地下水的过量开采与污染；保护地质遗迹，认定具有重要价值的古生物化石产地、标准地质剖面等地质遗迹保护区。

（十一）安排并监督检查国家财政和省财政拨给的国土资源工作经费及其他资金的使用。

（十二）组织开展土地、矿产资源的科技工作和对外合作与交流。

（十三）管理省测绘局和省地质勘查局。

（十四）承办省政府交办的其他事项。

The main functions:

(B) To organize the preparation and implementation of the provincial land-use planning, land-use planning, land use, annual plan and other special planning; participation in the provincial government for approval of the overall urban planning audit; guidance, review the city and county (city, district), township (town) land-use planning; the implementation of provincial land for pre-construction projects; organize the preparation and implementation of the overall plan for the province's mineral resources, geological environmental protection master plan and special planning; guidance, review the city and county (city, district) of mineral resources planning, geological environmental protection, planning and special planning.

(C) supervision and inspection of city, county (city, district) administrative law enforcement departments in charge of land and resources and land, mineral resources planning implementation; law to protect land, mineral resources, the legitimate rights and interests of owners and users, the contractor and the organization of mediating a significant ownership disputes, investigate and deal with cases of major violations.

(D) Develop and implement special protection and encouragement of cultivated land cultivated land development policies; the implementation of agricultural land use control, organization of basic farmland protection, guidance without the use of land development, land consolidation, land reclamation and development of cultivated land monitoring to ensure that balance of arable land .

(5) managing the province's land resources and urban and rural cadastral, land administration; developing cadastral management methods, organization of land resources survey, cadastral survey, land statistics and dynamic monitoring; organizing and directing the land ownership, urban and rural cadastral, land classification and registration and so on.

(F) To develop and organize the implementation of land use right transfer, leasing, financing, transfer, trade and government acquisition management practices, management and supervision of land assets, land markets; organize the implementation of state-owned land assets, inventory, and disposal of the approved work; to develop and implementation of the township (town) Village land-use management approach to guide rural collective non-agricultural construction land use right transfer of the management.

(7) to guide the benchmark premium, calibration land evaluation, validation assessment of the qualifications of agencies involved in land evaluation, to confirm the price of land use right; commitment reported the provincial government, the State Council approved land use of agricultural land diversion, sign (to) with the review, approval of work.

(8) according to management of prospecting and mining rights, regulate mining right market; to develop the province's prospecting and mining rights market, operating rules and management methods, organization and guide the implementation of prospecting and mining rights of the administrative grant, bidding and auction, approval of the prospecting采矿权转让application; charge of prospecting and mining royalties and prospecting and mining rights price; guidance and supervision of the province's mining rights market in an orderly fashion.

(Ix) the unified management of mineral resources, management, geological data work; of mineral resources exploration, development, protection and rational utilization of conduct supervision and management; organizations in the province's mineral resources development and utilization of annual inspections, annual reports and mineral inspectors work; implementation of the geological exploration industry, management, review to determine the qualifications of geological exploration units, management of national and provincial government-funded geological survey project, management, geological survey results; according to the collection and use of mineral resources, supervision and acceptance of the ecological environment in mining projects; approval, issuance of mineral permits, supervision and management of the activities of an independent dressing.

(10) Organization of geological hazards investigation, monitoring and control; is responsible for geologic hazard assessment, survey design, supervision and construction unit of the qualification of certificate management, risk assessment finds that the results of geological hazards; guidance hydrogeology, engineering geology, environmental geology exploration and evaluation of , monitoring and supervision of groundwater over-exploitation and pollution; the protection of geological relics, found fossils of great value to place of origin, the standard geological sections and other geological relics protection areas.

(Xi) arrange and supervise and inspect the state's financial and provincial land and resources allocated to the work of financial funds and other funds.

(12) To organize the implementation of land, mineral resources, scientific and technological work and international cooperation and exchanges.

(13) Management Provincial Mapping Bureau and the Provincial Bureau of Geological Exploration.

(14) undertake other matters assigned by the provincial government.
