峰峰集团庆祝建企60周年照片

    60年，共计为国家生产原煤4.94亿吨，上缴利税65.8亿元；60年，由一个年产52万吨的小煤矿发展成为年产1312万吨的大集团；60年，固定资产由751万元增加到98亿元，工业总产值由1438万元上升到到125亿元…… 

    伴随着共和国前进的步伐，峰峰集团已经走过了60年成长历程。9月18日 ，峰峰集团迎来了建企六十周年的辉煌时刻。各级领导、职工代表齐聚一堂，共同回顾峰峰集团60年的发展历程和辉煌成就，展望企业发展的宏伟蓝图。

    峰峰煤矿具有绵长的历史根脉， 是我国最早开发利用的矿区之一，至今已有130多年开采历史。 峰峰矿务局 成立于1949年9月18日，是我国焦煤和动力煤重要生产基地，从南到北赋存着焦煤、肥煤、瘦煤、无烟煤等品种，尤其是 冶炼用焦煤属我国保护性稀缺煤种，被誉为“工业精粉”。

    60年来， 伴随着共和国的成长， 峰峰集团 先后经历了四个阶段，第一阶段，从1949年建局到1978年，是峰峰局的创业、建设期。企业在计划经济环境下运行，克服种种困难，跨入千万吨大局行列。第二阶段，从1978年12月党的十一届三中全会到2003年峰峰局改制前，是企业由计划经济向市场经济的体制转型期。按照“调整、改革、整顿、提高”的方针，加快结构调整，主动适应市场，推进了两个根本性转变。第三阶段，从2003年7月改制到2008年6月，为企业蓄力增势、快速发展时期。完成了公司制改造，企业内部体制、机制发生深刻变革，结构调整不断加快，企业走上了又好又快发展的快车道。第四阶段，2008年6月30日与金能集团强强联合组建成立冀中能源，借助冀中能源发展平台，企业进入了战略发展的新时期。

    60年来，科技进步成效显著。从1950年采矿工程技术人员仅有79人，到目前，各类专业技术人员达到6778人，自主创新能力明显增强，在采掘机械化、巷道支护、“一通三防”、防治水、“三下”采煤、地质测绘、信息化等方面创出一大批科技成果。据统计，从建局到2008年，共完成科技项目2600多项，创经济效益达数亿元。

    60年来，经济总量不断增强。1950年的全局固定资产751万元，工业总产值1438万元。后期规模不断扩大，实力快速增强。坚持以煤为主，大力发展电力、煤焦化、机械制造、现代物流等相关产业，实现了由煤炭单一产业向煤与煤相关多元产业的战略转变。实施“内挖外扩”，在外埠获得了50多亿吨的煤炭储量。推进“引联外扩”，全方位、多层次、宽领域与国内16家大公司、大集团建立战略合作伙伴关系。到2008年底，企业固定资产达到98亿元，工业总产值达到125亿元，分别是建局初期的130倍和869倍。

    60年来，煤炭生产快速发展。从1950年四矿试行薄煤层和中厚煤层单一长壁采煤法和厚煤层倾斜分层木板假顶下行采煤法，荣获国家“领袖银尊奖”，到1951年风镐采煤刷新全国最高纪录，再到1990年薛村矿综掘队单巷月进751.6m，夺得全国同行业第一名。开采工艺经过三次大的飞跃。一是1983年，推广使用普采和高档普采工艺，在全国创出自己的经验。二是1996年发展轻放采煤新工艺，创出了全国轻放单产新纪录；三是2008年开始，大力发展综采和极薄煤层综采技术。1977年原煤产量达到1004万吨，进入全国年产千万吨大局行列。2008年原煤产量达到1312万吨，相当于建局初建的25倍，连续31年保持千万吨水平。

    60年来，精煤品牌熠熠生辉。发挥特有的煤种优势，确立了实施精煤战略、打造中国第二大主焦煤生产基地的发展思路。先后增加了系列无烟块 精煤和烧结用精煤产品，增加了高炉喷吹用精煤，推动企业由销售原煤初级产品向销售附加值高、技术含量高末级产品转变，发展方式由粗放型向集约型转变，企业由传统煤炭企业向现代化能源化工集团转变，精煤产量在2002年294万吨的基础上，每年以20%的幅度递增，2008年，精煤产量达到706万吨。

    60年来，管理创新蓄势增力。 创新推行了全面预算管理、绩效评价管理、市场化成本管理等先进管理方法，实行了煤炭营销“五统一”、物资供销“三集中”和财务资金集中统一的新型管理体制。创新企业文化，形成了包括5E标准、6S行为规范、ABC 三卡、管理人员走动管理、手指口述工作法、军事化管理、日清日结、三工并存动态转换机制、班前讲评和礼仪、集体升入井、看板管理、定期评议等12个支撑要件组成的人本精细化管理模式，成为全国煤炭系统企业文化建设的示范基地和优秀单位。

    60年来，党建工作硕果累累。 在企业发展经历的各个阶段，企业党委始终坚定不移地贯彻执行党的路线、方针和政策，充分发挥三个作用，为企业发展提供坚强保证。“党建工作质量管理体系”取得方圆标志认证公司认证，成为河北省唯一获得党建认证的特大型企业。其成果分别被国家和省企业现代化管理创新成果审定委员会评为“二等奖”和“一等奖”。2007年，集团公司会同中国标准出版社编写出版的《党建系统质量管理体系建立与实施》一书填补了 ISO9000 族党建质量管理标准的空白。

    60年来，职工生活不断改善。 职工家庭财产普遍增多，吃穿住行用水平明显提高。职工的政治地位更加巩固，主人翁意识明显增强，涌现出了一大批全国和省市劳动模范。健全了以“四会一社”为载体的互助互济体系，为下岗职工再就业、特困职工子女就学以及生活困难和出险职工提供了大量帮助。养老、失业、医疗、工伤、生育各项社会保险事业迅速发展 。

    60年弹指一挥，60年波澜壮阔。60年后的今天，峰峰集团已经成长成为 集煤炭采选、煤化工、电力、装备制造、基建施工、现代物流等多产业综合发展的国有大型企业。全国煤炭工业和河北省百强企业。下设45个分（子）公司，在册职工4.5万人。有9个正常生产矿井，年产原煤1300万吨；2座大型洗煤厂和4座矿井洗煤厂，年产精煤700万吨以上。煤化工产业有省重点产业支撑项目峰峰煤化工项目，总规模500万吨焦炭、100万吨甲醇、60万吨醋酸及下游延伸产品。项目建成后将成为河北省最大的煤化工建设基地。电力产业有4座煤矸石综合利用发电厂、1座煤气热电厂和1座瓦斯热电厂，总装机容量137.5MW。大力推行“强基固本、引联外扩”发展战略，在内蒙古锡林郭勒获得了地质储量40多亿吨的煤炭资源。查干淖尔矿区煤电化路一体化项目2009年已经启动。企业2008年总资产149亿元，营业收入216亿元，位列中国500强企业第369位。

    站在新的历史起点 ，峰峰集团董事长、党委书记郭周克 描绘了企业的美好愿景。
