眼前的李丽,面目清秀,架一副镶蓝边的近视眼镜,显得温文尔雅。这是空军某测绘大队高级工程师李丽给笔者留下的第一印象。
翻阅李丽的资料,让人很难相信,如此儒雅温和的女性,竟然有着成功男士必备的能力、眼光、思路,干出了在军内外航空图史上一件件影响深远的大事。
2008年,中国地图学与GIS专业委员会这样描述李丽:21世纪我国航空图生产的领军人物。
2008年12月26日,海军第一批护航编队开赴亚丁湾索里马地区护航。此海域,我军当时还没有航空图保障。带着巨大压力,第一批护航飞行员,在没有航空图保障情况下执行任务,好比人没眼睛摸着走路,用飞行员的话说:“每次飞出去不知能否再飞回来。”

总参首长下达任务,要求李丽担任技术攻关组组长,赶在第二批护航舰队出发前完成航空图。
已是晚上11点多了,没顾上吃饭的李丽,找来世界地图,把难题一一列出,分析论证:地域新,我空军在非洲地区的航空图保障是空白;图种新,专用于保障舰载直升机的航空图还从未制作过;技术难,各种数据没有,好比巧妇难为无米之炊;设计难,表示哪些内容以及怎样表示都未曾涉猎;作业难,多源数据融合和跨梯度制图综合,在世界制图领域都是难题。
更让李丽感到棘手的是,此时离第二批护航舰队出发只有30多天了!
面对这么多难题,李丽没有半点退缩。她立即组织空军测绘大队和总参某测绘大队精兵强将,成立突击队。
任务要快速完成,必须走捷径。亚丁湾地区,我军没航空图,国家民航总局应该有?李丽一个人在办公室反复琢磨。
第二天,李丽拿着介绍信,直奔民航总局。
“老大姐来了,还要什么介绍信!”同行说。
李丽在民航总局好办事,是因她水平高、名气大。前两年,民航总局曾想高薪挖她过去,但军人家庭出身、深爱军队和航图事业的她,不愿去。
资料很快拿到手。她一看,德国图,英文标注,读不太懂。
李丽再次来到民航总局请教专家。用一天时间把德国图搞懂。又用一天时间,教会助手。
亚丁湾地区航线异常复杂,如没表示出准确数据,极易同国际民航飞机相撞,那将引发严重的国际事件。
如何把英国、德国、法国的资料,整合嫁接到我国的航空图上,这个难题无人尝试过。对于我军来说,亚丁湾地区军事航空图也是空白。李丽很清楚,此任务的大方向要搞准。若方向错了,后面所做的工作,等于白干。
李丽在航图领域打拼40年,要说经验足够丰富,可极短时间内,把该空域的事物,用科学分级分类方法,通过制图综合,用在我国的地图上,历史上无先例,真要“摸着石头过河”了。
李丽没有畏惧。她思路清晰,指挥果断。方向和方案定下。先用传统手工编绘,后扫描,再进行数字化跟踪,编辑,成图,印刷,出版。
让李丽至今还头疼的是,要把德、英、法三个国家的地名统一,难度极大。李丽跑到新华书店,买回世界地图集,整理资料,进行比对,对各种名称核对了上百次,最后用中英文双语标出。
“任何一个标志不能有丝毫差错。比如飞机飞行超障高度是3000英尺,若漏一个零,变成300英尺,飞机肯定会相撞。”李丽认真严谨的作风,直接影响着助手。
昼夜加班,连续作战。苦战26天,完成了300多天才能完成的《亚丁湾地区舰载直升机专用航空图》重大任务,填补了我国航空图的历史空白。
2009年3月7日,总参测绘局副局长薛贵江,带着李丽一行,来到海军航空兵部交接航空图。李丽向即将赴亚丁湾执行任务的第二批飞行员详细讲解航空图的使用说明,受到飞行员们的一致称赞。
