9月11日，平昌县在县政府三会议召开巴达高速公路征地调查动员会，巴中市国土资源局派员现场指导，巴达高速公路沿线乡（镇）、村负责人及国土所所长参加动员会。
　　
　　会议对开展巴达高速公路沿线征地调查业务和工作要求进行了讲解动员。本次征地调查时间紧、任务重、要求高，必须在20日内完成征地测绘调查工作。会议要求：一是要主动积极，全力搞好服务。巴达高速公路沿线各乡（镇）、村必须明确此次征地调查意义和目的，讲深讲透大交通建设的好处，加强群众教育宣传发动，形成服务大交通建设的强大合力。二是把握政策，统一口径。必须严格执行《巴(中)达(州)高速公路及铁路平昌段沿线建设管理暂行办法》（县长令），管好控严沿线各类建设活动和交易行为。三是分工负责，严格纪律。各乡镇、县级相关部门必须积极履行职责，密切配合，沿线各乡（镇）实行一把手负总责，落实专人，弄清界线，完善相关手续，确保按时按质完成征地测绘调查任务。

Third, division of labor, strict discipline. The township, and county related departments to actively perform their duties in close coordination, along the townships (towns) in the implementation of number one overall responsibility for the implementation of someone, and figure out the line, improve relevant procedures, to ensure the timely completion of land surveying and mapping according to quality-finding mission.
