近日，湖北省测绘局向局属各单位、机关各处室印发《关于进一步加强和改进党的建设的意见》（以下简称《意见》）。

　　《意见》指出，该意见的印发对于局深入学习实践科学发展观，保持共产党员先进性，提高党的执政能力，充分发挥党组织的表率作用，自觉遵守《中国共产党章程》、《中国共产党和国家机关基层组织工作条例》和贯彻落实《中共湖北省委关于加强和改进省直机关党的建设的意见》等有关规定，全面推进经济建设、政治建设、文化建设，不断适应新形势的要求，进一步加强和改进党的建设具有重要的指导作用。

　　《意见》明确，进一步加强和改进党的建设工作主要做好以下九个方面的工作：一是加强党的思想建设，不断提高党员干部的思想政治素质。二是加强党的组织建设，充分发挥党组织战斗堡垒作用和党员先锋模范作用。三是加强党的作风建设，切实转变工作作风。四是加强制度建设，进一步落实党建工作责任制。五是加强党内监督，扩大党内民主。六是加强反腐倡廉建设，筑牢拒腐防变的思想道德防线。七是进一步加强群团工作，充分发挥桥梁和纽带作用。八是深入开展精神文明创建活动，大力加强测绘文化建设。九是加强组织领导，形成做好党建工作的合力。

　　《意见》要求，一要坚持以领导班子学习带动党员干部学习，努力建设学习型单位。坚持和完善各级中心组学习制度，弘扬理论联系实际的学风，加强调查研究，提高学习的针对性和实效性，充分发挥中心组在理论学习中的示范作用。二要结合新的形势和任务，进一步健全组织生活制度，丰富组织生活内容，提高组织生活质量。三要抓好党务干部的配备。党建工作经费单独预算，保证满足工作需要。四要全面落实党建工作责任制，加强领导，明确职能，各负其责，把党建工作落到实处。五要广泛开展讲党性、重品行、作表率活动，树立为民、务实、清廉的机关形象。六要加强制度建设，制定工作规划。重点监督领导班子和领导干部执行党的路线方针政策、遵纪守法、贯彻民主集中制、保障党员权利、选拔任用干部、联系群众、廉洁自律以及贯彻落实省委、省政府重大工作部署的情况。七要以党员领导干部为重点，突出抓好事业观、利益观、政绩观教育。八要把党建工作纳入党政领导班子和领导干部工作目标管理之中,把党建工作与本单位业务工作密切结合起来。以改革创新精神，不断创新党的活动内容、形式和载体，努力使全局党建工作适应时代发展的新要求，不断开创全局党建工作的新局面。

"Opinions" clear, further strengthen and improve party building is primarily to do the following nine aspects: First, strengthening the Party's ideological construction, continuously improving the quality of the ideological and political party members and cadres. Second is to strengthen the party organization, give full play to the role of party organizations and party members fighting force vanguard and exemplary role. Third, strengthen the Party's work style, effectively change the style of work. Fourth, strengthen the system construction, to further implement the responsibility system for party-building work. 5 is to strengthen inner-party supervision, expanding inner-party democracy. 6 is to strengthen the building of anti-corruption, build a strong ideological and moral line of defense against corruption. 7 is to further strengthen the work of mass organizations into full play the role of a bridge and link. Eight in-depth activities to build spiritual civilization, and vigorously strengthen the mapping culture. 9 is to strengthen the organization and leadership to form a good party-building work force.


"Opinions" requirement, one should adhere to the leadership of cadres to study learning led efforts to build a learning unit. Uphold and improve the learning system at all levels of the central group, carrying forward the theory with reality in school discipline, strengthen investigation and study, improve the learning targeted and effective, give full play to the central group in the theoretical study of the exemplary role. Second, we must combine the new situation and tasks, to further improve the organization of living system, enrich the contents of organizational life, improve the quality of organizational life. Third, we must do a good job with party cadres. Separate budget funds for party building work to ensure that meet the work requirements. Fourth, we should fully implement the responsibility system for party-building work, strengthen leadership, clear functions, each performing its duties, the party building work impossible. 5 to carry out widespread talk about the party spirit, re-conduct, for exemplary activities, to establish for the people, pragmatic, honest and upright image of the organ. Sixth, we should strengthen the system construction, development of work plans. Focus on monitoring the implementation of leading bodies and leading cadres at the Party's line, principles and policies, law-abiding, and implement democratic centralism, to protect the rights of Party members, selecting and appointing cadres, contact with the masses, honesty and self-discipline as well as the implementation of the provincial party committee and government of the deployment of major work. Seven leading cadres should focus on, give prominence to the cause of, and interests, achievements concept of education. 8 Party should work into the party and government leading bodies and leading cadres objectives of management, the party-building work closely with the professional work of the unit together. Reform and innovative spirit, innovative party's activities, content, form and carriers, the overall work of party building efforts to meet the new requirements of development of the times, and constantly open up new prospects for the overall party-building work.
