    1957年，国家测绘总局第一支直属测绘队伍——陕西测绘局光荣诞生。多年来，在国家测绘局和陕西省委、省政府的领导下，陕西测绘局始终与国家测绘事业的发展比肩进步，在履行职责、科技创新、人才培养、应用服务、文化建设上与时俱进。经过几代人的不懈努力，建成了全国规模最大、工种最全、综合实力最强的国家级测绘生产基地。
    在服务共和国经济社会发展的进程中，陕西测绘局充分发挥国家基础测绘主力军的作用，承担了全国三分之一以上国土面积的基础测绘任务和数百项国家重大测绘工程项目。参加完成了国家天文大地网、国家高程控制网、国家高精度GPS网、国家重力基本网、全国天文经度网的布测以及国家天文大地网整体平差、国家大地测量数据库的建设，完成了中华人民共和国大地原点的建设、建立了1980西安坐标系。实施了5次珠穆朗玛峰高程测量，精确测定了托木尔峰高程，完成了中苏、中巴、中缅、中尼边界和省级勘界任务，承担了中国南极长城站建站测绘，并首次在南极开展了绝对重力测量；承担了中国公路网GPS测绘、1：5万全国矢量要素数据采集、全国省级行政区域界线勘界成果数字化、国家西部1：5万地形图空白区测图工程、国家1:5万基础地理信息数据库更新一期工程、全国社会主义新农村建设测绘保障示范工程，测制了数以万计的各类地图，为国家经济建设、国防建设和社会发展提供了可靠的测绘保障。
    在服务共和国经济社会发展的进程中，陕西测绘局坚持以强化测绘统一监管为基础，认真履行管理职能，保证了陕西省测绘事业持续健康发展。1995年省人大常委会颁布了《陕西省测绘管理条例》，2001年省人大常委会颁布了《陕西省测绘成果管理条例》，2004年新修订的《陕西省测绘条例》颁布施行，全省测绘法制体系初步建立。在法律的有效保障下，测绘统一监管逐步加强，全省测绘资质证书持证单位发展到237家，分布于公路、铁路、地震、林业、水利、煤炭等20多个行业，服务领域涉及水利、交通、通讯、石油、电力、煤炭、林业、地矿、国土、环保、规划、铁路、公路、民政、公安等行业和部门，成果用于政府决策、资源调查、地质勘探、土地开发、生态环境保护、防灾减灾、突发性事件的应急处理等各个方面。以建立“行为规范、运转协调、公正透明、廉洁高效”的行政管理体制为目标，进一步落实和理顺省、市、县测绘行政管理体制，推进测绘管理体制和管理方式的创新，依法开展了全省测绘资质检查、测绘产品质量检查、地图市场监督检查和保密测绘成果检查等工作，全省测绘市场健康稳步发展。
    在服务共和国经济社会发展的进程中，陕西测绘局坚持以科技创新为动力，紧密跟踪测绘科技发展趋势，努力培养测绘人才，积极引领新技术在测绘生产实践中的应用。上世纪60年代至70年代，完成了从手工平板仪测图到光机模拟测图的转变，开展了一系列测绘关键技术研究，推动了国家测绘技术体系的形成。1978年至1985年参与全国天文大地网整体平差工作，建立了我国独立的大地坐标系—1980西安坐标系，促进测绘科技向现代化迈进。从上世纪90年代起，开展数字化测绘技术研究和实践，率先建成了国家级数字化测绘生产基地，实现了传统测绘技术体系向现代数字化测绘技术体系的历史性跨越。进入新世纪，陕西测绘局积极实施“创新兴局、人才强测”战略，努力推进测绘科技创新体系建设，与同济大学联合成立了现代工程测量国家测绘局重点实验室，与武汉大学联合成立了地理空间信息与数字技术国家测绘局工程研究中心，与西安科技大学联合成立了大地测量学与测量工程学研究生培养基地，用项目锻炼人才，吸引人才，形成了一支高素质的专业技术人才队伍。在人才和科技优势的支撑下，全局在大地测量与数据处理，地形测量，工程测量，摄影测量与遥感，地图编制与出版，测绘仪器检测与鉴定，测绘标准化研究等领域全面发展，技术水平处于全国领先地位。先后承担完成测绘科研项目近500项，制、修订测绘标准化项目300余项，发布国家标准和行业标准近200项。有7个科研项目获国家科技进步奖，80多个项目获省部级奖项。
    在服务共和国经济社会发展的进程中，陕西测绘局坚持以扩大应用服务领域为使命，不断增强主动服务意识，提高服务水平，为国家和地方提供了大量测绘保障服务。先后参加了唐山抗震救灾、安康灾后重建、汶川特大地震抗震救灾及灾后重建等紧急测绘工作。完成了西安黑河引水工程、神府煤田开发、国家级杨凌农业高新技术产业示范区、华山旅游景区等建设项目测图任务。完成了陕北天然气输出、天然林保护、资源普查、引汉济渭、西郑铁路等重大建设项目测绘工作。完成了西安市大雁塔形变监测、韩城电厂形变监测、苏通长江公路大桥控制测量、港珠澳大桥首级控制网测量。特别是“十一五”以来，陕西测绘局加强与政府部门的合作，先后与西安市人民政府、陕西省交通厅、文物局、地震局、民政厅签订了地理信息共建共享协议，极大地丰富了全省地理信息资源。以构建“数字陕西”地理空间框架为主线，积极推进公共地理信息服务平台建设，完成陕西省基础地理信息数据库及网络分发服务体系建设、政府辅助决策公共地理信息平台建设、陕西省三维地理信息应用平台建设。建成了全省国民经济动员信息系统、陕北能源基地建设多媒体系统、黄金峡库区规划信息系统等应用服务系统，为政府决策和全省重点工程建设、主体功能区规划、应对突发事件、天然林保护、国土资源普查等提供了丰富多样的专题地图、电子地图和多媒体地理信息系统，用优质高效的工作业绩，彰显了测绘新技术成果在政府决策、规划建设、减灾防灾及科学管理等方面不可替代的作用。同时，积极参与国际测绘市场竞争，承揽了美国、日本、巴布亚新几内亚、阿尔及利亚等多项国际测绘任务，测绘产品和服务在国内外享有盛誉。
    在服务共和国经济社会发展的进程中，陕西测绘局坚持以建设高素质职工队伍为根本，不断加强党的建设和精神文明建设，为测绘事业发展提供强有力的精神动力和支撑。全局始终把提高职工思想道德素质摆在重要位置，通过不懈的职业道德教育和精神文明建设，形成独具特色的测绘文化品牌，建成了一支政治坚定、业务精湛、作风过硬、反应迅速的测绘队伍。为了共和国的建设和发展，几代测绘工作者跋山涉水，风餐露宿，从巍巍昆仑到东海之滨，从北国边陲到南海诸岛，从地球之巅珠峰到我国陆地最低点艾丁湖，都留下了陕西测绘局队伍奋斗的足迹。测量队员用青春和汗水，乃至生命铸就了“热爱祖国、忠诚事业、艰苦奋斗、无私奉献”的测绘精神。1991年，国务院通令嘉奖国家测绘局第一大地测量队，授予功绩卓著，无私奉献的英雄测绘大队荣誉称号，成为全国测绘系统的光荣和骄傲。近年来，随着测绘事业的不断发展，陕西测绘局的职工文化建设得到进一步加强，建成了面积为7060平方米的职工文化中心、1.45万平方米的中心花园和700多平方米的运动馆。“正月十五闹元宵”“金秋文化活动月”等职工群众喜闻乐见、健康向上的文化娱乐活动广泛开展，良好的文化氛围鼓舞了干部职工的工作热情，增强了职工队伍的凝聚力，推动了测绘精神薪火相传。
    在服务共和国经济社会发展的进程中，陕西测绘局坚持以建设国际一流测绘生产基地为方向，积极推进各类基础设施建设，为测绘生产和职工生活营造良好环境。建成占地220亩的陕西测绘局大院，形成了办公、住宅、医院、学校、幼儿园、职工活动等功能完备，水、电、暖等基础设施齐全，道有林阴、地有绿被、三季有花、四季常青的生产生活环境。进入新世纪，按照国家测绘事业的发展规划和构建和谐单位的要求，陕西测绘局积极组织实施基础设施改造，建成地上面积1.78万平方米的国家测绘局西安外业生产基地办公楼，从根本上解决了外业单位生产发展与生产办公用房严重不足的矛盾。完成10幢职工住宅楼的改造建设工程（其中3栋楼为24层高的住宅），1500多户职工住房得到较好改善。完成了局大院安全防范系统工程、宽带网接入工程和水电暖改造。启动了外业基地高层住宅建设。在良好的基础设施平台上，陕西测绘局生产规模显著扩大，职工生活质量显著提高，社区文明程度显著增强，保持了西安市文明单位和西安市园林化单位荣誉称号。
