　　你局《关于测绘资质管理有关问题的请示》（晋测字[2009]5号）收悉。经研究，批复如下：

　　一、根据《关于开展测绘资质复审换证工作的通知》（测办[2009]46号）精神，对于不按照规定时间参加测绘资质复审换证的单位，依照《测绘资质管理规定》第二十九条的规定，可根据具体情况给予注销资质、降低资质等级或者核减业务范围的处理。

　　二、倒卖《测绘资质证书》，是指已经取得测绘资质的单位，以赢利为目的，将《测绘资质证书》卖给不具备《测绘资质标准》规定条件或者虽然具备条件但没有提出测绘资质申请的相对人的行为。非法转让《测绘资质证书》，是指已经取得测绘资质的单位，违反《测绘资质管理规定》规定的程序，未经测绘资质审查机关批准，擅自将《测绘资质证书》转让给其他相对人的行为。
