8月3日，陕西测绘局和省法制办公室联合举办全省《基础测绘条例》（以下简称《条例》）培训班。国家测绘局副局长宋超智应邀作专题辅导报告。陕西省各设区市发改委、财政局、国土资源局、建设及测绘行政部门主管领导及部门负责人,陕西测绘局机关各处室、局直属单位负责人参加培训。

　　宋超智介绍了《条例》的出台背景、现实意义、重点内容，并对《条例》的贯彻实施提出要求。他指出，《条例》是在党中央和国务院领导的高度重视下出台的，细化了测绘法确立的基础测绘制度，明确了基础测绘工作遵循的原则，完善了基础测绘规划的编制程序，规范了基础测绘项目的组织实施活动，为测绘部门确立各项制度提供了机遇，为加强测绘能力提供了法律保障，标志着基础测绘工作从人治走向法治。贯彻实施《条例》领会精神实质是关键。要重点把握五方面内容，一是基础测绘分级管理的事权划分制度；二是基础测绘成果定期更新制度；三是基础测绘信息的共建共享制度；四是测绘成果利用制度；五是基础测绘应急保障制度。

　　宋超智强调，贯彻实施《条例》的核心是抓落实。要抓好《条例》的学习宣传，特别是领导干部要认真学习领会、准确把握《条例》，用《条例》规范基础测绘工作实践。要抓好《条例》的贯彻落实，力争在基础测绘规划计划编制及列入预算上实现新突破，在建立基础测绘成果定期更新机制和地理信息资源共享机制上取得新进展，在基础测绘公共服务和应急保障上展现新亮点，在基础测绘项目组织实施上创造新经验。各级测绘行政主管部门要多向政府汇报测绘工作，在各级政府及职能部门的理解和支持下，尽快出台贯彻实施《条例》的制度措施，结合《条例》的贯彻落实健全完善市、县测绘管理体制，积极推进陕西省各级基础测绘工作为全省经济社会发展和构建和谐陕西服务。
