　　徐德明在讲话中对进一步搞好测绘工作提出要求：第一，要总结工作，认清形势，凝聚力量，振奋精神。徐德明说，当前，测绘发展面临前所未有的大好形势。一是党中央国务院高度重视测绘工作，党和国家领导人多次对测绘工作作出重要指示，为测绘事业发展指明了方向。二是地方各级党委政府对测绘工作高度重视，很多地方都以省政府的名义召开了全省测绘工作会议，也充分证明了测绘工作非常重要。三是国家测绘局“三定”方案的制定实施将促进测绘事业发展。“三定”方案强化了国家测绘局的职能、编制和职数，对各地测绘机构的建立和完善产生了很好的影响。四是学习实践科学发展观活动使得各方面对测绘在国防、经济、社会建设中地位和作用的认识更加深刻。五是应对金融危机强化了测绘的作用，各方面对测绘的需求更加旺盛，为测绘事业带来了难得的发展机遇。六是地理信息服务形成了新局面，延伸到老百姓衣食住行的各个领域。七是测绘法律法规逐步完善。徐德明说，上半年测绘工作取得了可喜成就，服务保增长保民生保稳定大局取得成效，重大项目立项取得重大进展，数字城市建设蓬勃兴起，地理信息产业发展在社会上产生了重大影响，中国测绘科技创新基地建设实现了历史性突破，测绘文化建设进一步加强。徐德明强调，面对测绘良好发展态势，我们要鼓舞士气、提振精神。要提振改革的胆略、创新的锐气，要提振应变的办法、克难的勇气，要提振科学的态度、发展的速度，要提振为民的良知、维稳的能力。
