7月30日,由重庆市规划局组织、重庆市地理信息中心实施的重庆市地理空间信息共享交换平台项目通过专家鉴定,开始运行。
自2006年起,国家测绘局开始提出“数字城市地理空间框架建设与应用试点”项目,构建地理信息共享平台,实现各类信息互联互通,为政府科学决策、公共服务、社会管理、综合监督等方面提供框架支撑。并希望通过地理信息共享平台建设,解决数据资源规范化共享和低水平重复整合问题,加速地理信息公共服务平台建设,形成规范化的信息渠道、可持续更新的信息服务能力,促进部门间的信息共享,提升公共服务水平,加快空间基础设施建设和社会发展。
重庆市是中国西部地区和长江上游最大的经济中心城市,由40个区县(自治县、市)构成大、中、小城市有机结合的组团式网络化城市群,具有大城市带大农村的显著特征,是目前我国直辖市中行政辖区面积最大、人口最多、管理行政单元最多的特大型城市。推进重庆信息化建设,电子政务建设是不可缺少的重要因素,而地理信息作为政务管理的基本信息资源,统一标准,整合和集成资源是政务信息化管理的大势所趋。重庆市政府从各部门对地理空间信息整合、共享与交换的需求出发,提出了建设“重庆市地理空间信息共享交换平台”项目。其目的是基于统一的地理空间信息标准和规范,在一个公用的硬件和网络基础设施平台上,搭建统一的管理和整合公共基础性地理信息资源平台和空间数据库。通过地理空间信息共享交换平台,实现公共基础性的地理信息资源与政府部门专业地理信息资源的整合。并以此为基础,实现公共基础性的地理信息资源和政府部门专业地理信息资源的共享与交换,形成电子政务自然资源与地理空间信息基础数据库,构建地理信息资源应用服务与管理体系,为基于地理空间信息框架的人口、法人和宏观经济信息资源的整合与共享,为政府、企业、社区和公众提供地理空间信息服务,为建设“数字重庆”奠定坚实的地理信息资源和应用共享基础。
重庆市地理空间信息共享交换平台包括一套标准、一套共享数据库、一个共享交换平台和四个子系统。一套标准是重庆市地理空间信息共享交换平台服务标准与规范。一套数据库是包括政务电子地图数据库在内的一整套重庆市地理空间信息共享系列数据库。一个共享交换平台是包括近期的空间数据共享交换服务平台,以及远期的地理信息应用共享服务平台。四个子系统是为实现共享交换平台数据的共享与服务提供技术服务的支撑系统,包括开发地理空间信息数据管理子系统、共享交换子系统、公共服务子系统和运维管理子系统。它采用我国自主知识产权的Service GIS软件体系,形成基于“一张图”的区域资源整合共享模式,运用多级多源地理信息服务聚合技术、地理信息服务总线技术,建成了在线、准在线、离线的分布式部署与服务模式,实现了重庆市地理空间信息的集中与分布相结合的聚合、集成与应用,创造性地构建了一种新型的面向服务的地理信息共享模式,有效避免分头建设中出现的部门信息分割、重复投资、资源浪费等问题,为推动重庆市各部门地理空间信息共享交互,促进各类专业地理空间数据跨部门应用,提高政府工作效率奠定了良好基础。
重庆市地理空间信息共享交换平台的建设与运行促进了测绘从传统纸质地图、数据提供服务提升为在线地理信息服务,从以往的相对静态服务逐步发展为实时综合服务,有力地推进了测绘行业与地理信息产业的技术进步,对全国地理信息产业发展具有重要推动作用。
