2007年启动的山东省测量标志普查和管理信息化工作近日圆满完成。全省共普查等级以上控制点1万余座，完好率近70%。同时，各市县配置了标准统一的测量标志管理信息系统软件，建立了测量标志成果基础信息和管理信息数据库，全省等级以上测量标志成果全部实现信息化管理，并实现了省、市、县测绘行政主管部门之间的信息共享与交换，能够为用方提供方便快捷的服务。

　　为了统一全省测量标志普查维护工作标准，山东省国土资源厅组织制定了《测量标志普查维护技术规程》下发到各市，同时成立了检查验收组，于2008年5月至7月对全省17个市内业普查资料、录入的测量标志数据及测量标志维护情况进行全面检查验收。检查验收组对存在的问题提出了整改意见，要求在规定时间内整改。同时，检查验收组对各市汇交的资料进行整理，确保各市提交资料齐全，信息化录入完整，全部达到要求。

　　从普查情况看，山东省测量标志管理维护和信息化管理仍存在宣传、管理维护、查处不到位的问题。为提高测量标志管护和信息化管理水平，山东省国土资源厅采取了以下措施：一是印发《关于实行测量标志分类管理维护的通知》，在全省实行测量标志分级管理、重点保护制度。二是对在测量标志普查工作中作出突出贡献的集体和个人进行表彰。三是细化测量标志分类管理维护范围划分标准，制定测量标志维修维护技术方案，设计防护栏、保护井等，对全省测量标志展开新一轮维护工作，并对等级以上测量标志点实行定期巡查制度。四是要求各市测绘主管部门向同级财政申请经费，狠抓落实，并将测量标志管理纳入年终考核。五是根据本轮普查结果，编绘全省测量标志分布图集，并移交至各市规划、矿管、土地部门，使测量标志保护介入到各项目预审中，避免因规划、征地等原因造成标志的迁建和破坏，此项工作正在紧张进行中。六是采取多种形式广泛宣传测量标志的重要作用，营造保护标志人人有责的良好社会氛围；加大执法力度，对故意破坏及未经批准私自损毁或使测量标志失去效能的违法行为要依法严肃查处。
