据新华社北京7月31日电国务院近日公布的、将于8月1日起实施的《基础测绘条例》指出，国家实行基础测绘成果定期更新制度。其中，1∶100万至1∶5000国家基本比例尺地图、影像图和数字化产品，至少5年更新一次；自然灾害多发地区以及国民经济、国防建设和社会发展急需的基础测绘成果应当及时更新。

　　条例说，县级以上人民政府应当加强对基础测绘工作的领导，将基础测绘纳入本级国民经济和社会发展规划及年度计划，所需经费列入本级财政预算。国务院测绘行政主管部门负责全国基础测绘工作的统一监督管理。

　　条例规定，县级以上人民政府测绘行政主管部门应当根据应对自然灾害等突发事件的需要，制定相应的基础测绘应急保障预案。基础测绘应急保障预案的内容应当包括：应急保障组织体系，应急装备和器材配备，应急响应，基础地理信息数据的应急测制和更新等应急保障措施。
