为加快河北省秦皇岛市经济发展，满足城市规划、建设、国土资源调查评价和社会各行业的需要，秦皇岛市政府批准实施了基础测绘项目——秦皇岛市坐标系统和高程系统工程，项目于近日正式开工。

　　该工程包括3项内容：一是建立平面控制网。在充分利用现有控制网点位和观测资料的基础上，采用2000国家大地坐标系建立全市统一的二等、三等平面控制网；建立1954年北京坐标系、1980西安坐标系、2000国家大地坐标系之间的转换关系，并对已有的资料提出转换方案。二是建立高程控制网。沿山海关、海港区、北戴河、南戴河、黄金海岸布设三等水准网。三是精化似大地水准面，设计精度为2厘米。工程计划今年11月底竣工，届时秦皇岛将建立全市统一的平面基准和高程基准，这对秦皇岛市经济长期、稳定、科学发展具有重要意义。
