近日，山东省德州市人民政府出台《关于进一步加强测绘工作的实施意见》，要求各级政府、各部门充分认识加强测绘工作的重要性和紧迫感，采取有效措施，加大工作力度，推动全市测绘事业快速发展。

　　意见指出，要加强基础测绘规划编制和政府审批工作；加快本行政区域内GPS D、E级控制网加密工作，建立全市统一的高精度现代测绘基准体系；加大城镇大比例尺地形图测绘与建库工作力度，保持基础地理信息具有较强的现势性；加快数字城市地理空间框架建设和应用工作，构建基础地理信息公共平台，促进地理信息在电子政务、公共安全、位置服务等方面的广泛应用；加快建立测绘部门与相关部门之间地理信息资源共建共享机制，避免重复建设；大力实施乡村用图工程，提高新农村建设测绘保障水平。

　　意见强调，测绘行政主管部门要加强测绘成果管理，严格执行测绘成果汇交制度，加大测绘成果保密和使用监管力度，做好测量标志保护和维护工作；加大对公开出版地图，导航电子地图，广告、互联网登载地图的监管力度，严厉打击违法违规编制、出版、传播、使用地图以及侵犯地图知识产权等行为；进一步加强测绘资质管理，严格实行测绘项目登记制度，加强测绘质量监督检查，依法查处无资质测绘、非法采集提供地理信息等违法测绘行为。

　　意见强调，各级政府要加强对测绘工作的组织领导，健全测绘行政管理体制，加强和充实测绘行政管理力量，建立稳定的基础测绘投入机制，不断提高经费保障水平；建立以需求为导向、产学研相结合、分工协作的测绘科技创新体系；加强测绘队伍建设，健全测绘人才引进、使用、评价机制，提高测绘队伍整体素质。

Opinions stressed that the administrative departments of surveying and mapping mapping is necessary to strengthen results-based management to strictly enforce the system of surveying and mapping results汇交increase the confidentiality and use of surveying and mapping the results of supervision, do a good job in measuring the protection and maintenance of signs; increase the published map, navigation electronic map , advertising, the Internet publication of the regulation map to crack down on illegal preparation, publication, dissemination, use the map as well as acts of infringement of intellectual property map; further strengthen the mapping quality and ensure that a registration system for surveying and mapping project to strengthen the quality supervision and inspection of Surveying and Mapping, in accordance with the law investigated and dealt with without qualification mapping, geographic information provided by the illegal acquisition of Surveying and Mapping and other illegal acts.


Opinions stressed that governments at all levels should strengthen the work of surveying and mapping organization and leadership, a sound administrative system mapping, surveying and mapping administration to strengthen and enrich the forces, and establish a stable basis for mapping input mechanism, and continuously improve the level of funding; the establishment of demand-driven production a combination of science research, survey and mapping division of labor and cooperation in scientific and technological innovation system; building surveying and mapping, surveying and mapping professionals to introduce a sound, use, evaluation mechanisms, to improve the overall quality of the Survey and Mapping.
