近日，黑龙江测绘局相继出台关于展会和户外地图及地图编制管理规定。

　　这些规定明确，对于展会和户外展示的地图，各级测绘行政主管部门要主动争取当地政府的支持，加强与展会主办单位的联系，按照“积极主动、提前服务、驻会监管”的要求，为展会提供服务，确保展会使用正确的国家版图。同时，在全省开展户外展示地图清查，重点是主要城市市区的重点街道、火车站、商业集中区、政府机关所在地、城市道路出入口和飞机场及主要公路沿线。

　　对于地图编制，主要从测绘任务登记、地图编制资质、编制底图资料来源、出版单位和地图广告5个方面提出要求。一是强化测绘任务登记，相关单位需交验材料，方可开展地图编制活动。二是强调地图编制需要资质，无资质单位或个人从事地图编制要交验与具有地图编制资质单位的协议，杜绝地图编制中的粗制滥造。三是加强资料管理，强调底图要有合法来源，被授权使用的要交验授权使用许可协议和发票，使用涉密测绘成果的要交验经过省级以上测绘行政主管部门保密技术处理的证明材料，涉及著作权的要交验著作权人同意使用的书面证明。四是强调地图必须由具有地图出版权的单位出版，必须交验与出版单位签订的协议，避免地图编制尤其是广告类地图编制中潜在的欺诈行为。五是加强地图广告管理，广告经营和发布要交验广告经营许可证，广告面积不得超过整个图幅面积的25%。
