日前，河北省测绘局印发《关于做好测绘成果质量认可工作的通知》（以下简称《通知》），对测绘成果质量认可的职责分工、认可方式、程序以及应提交的相关资料等进行了明确规定。

　　《通知》提出，测绘成果质量认可是测绘行政主管部门通过对测绘单位完成的测绘成果质量或者质量检查验收文件进行检查、验证、评价并给予确认的管理活动，是测绘行政主管部门加强测绘成果质量监管的重要措施和手段，是测绘统一监督管理的重要内容。开展测绘成果质量认可活动，对于加强测绘成果质量监管，保证测绘成果质量，规范测绘单位质量行为，具有重要意义。

　　《通知》明确，测绘成果质量认可的认可机构是各级测绘行政主管部门，认可的对象是测绘成果质量以及与测绘成果质量有关联的测绘成果质量检查验收文件。测绘成果质量认可的方式包括测绘成果质量监督检查认可；测绘成果经甲方（或者其上级主管部门）验收合格的，测绘行政主管部门通过对测绘项目的技术设计、技术总结、甲方验收报告以及用户意见等质量文件进行审查、验证，认为测绘成果质量符合国家有关技术标准和规范要求，甲方（或者其上级主管部门）验收工作的依据、程序和结果符合国家有关检查验收规定的，认可其测绘成果质量；测绘单位完成的测绘成果已经委托法定的测绘产品质量监督检验机构检验，经检验认定批测绘成果质量合格的，测绘行政主管部门通过核查其检验报告等有关证明性文件，认为结果属实的，予以认可其测绘成果质量；测绘单位完成的测绘成果获得省级以上科技进步奖励或者优秀测绘成果奖励，测绘行政主管部门予以认可其测绘成果质量。

　　《通知》还规定了申请测绘成果质量认可应当提交的有关资料，明确了省级测绘行政主管部门负责甲、乙级测绘单位的测绘成果质量认可，市级测绘行政主管部门负责丙、丁级测绘单位的测绘成果质量认可。
