记者今天（14日）从海口市城市管理行政执法局获悉，从8月1日起，海口市数字城管万米网格系统将开始正式运行，将通过先进的城市化管理模式，利用地理信息系统、全球定位系统以及遥感技术等手段，建立统一的城市管理信息平台，快速及时掌握城市脏乱差问题，并尽快地解决这些问题。

　　有关人士表示，这一系统是把城市的市政、环卫等城管设施进行分门别类，每座公厕、每个果皮筒和井盖等全部设置了专业编码，目前，我市网格共划分为3800多个，已确定23万多个部件(编码号)，主要为市中心17条主要干道如海秀路、南海大道等。今年9月1日前，将完成全市所有中心城区的部件普查，并纳入数字监管范畴。

　　海口市数字化城市管理系统目前已将市中心17条主要干道如海秀路、南海大道等划分成3800多个网格，每个网格内的城市基础设施都有编码，相当于给这些设施发放了身份证。监督员通过发送损坏、遗失设施的编码号，指挥中心就可以立即确定责任单位，通知其及时处理。

　　目前50名巡查员正在进行正式运行前的上岗培训，这些巡查员将在海口市的3800个网格内进行日夜巡查，将现场拍到的脏乱差、井盖丢失、乱停放、建章建筑等城市脏乱差问题，以图文并茂的方式发回指挥中心，监督指挥中心迅速通过海口市党政办公网络，查清每个事件的具体主管单位和主管部门，当即通过电子公文传输，向主管部门提出要求处置的建议。

　　有关人士表示，这一系统用高科技现代化的处理手段，使城市的事件管理处理速度时间加快，使城管工作从传统的“小城管”跃变为“数字化”的大城管。数字化城管从受理到派发至问题处置单位，整个过程快只需5分钟就可以完成，这种管理新模式解决了职责交叉、推诿扯皮、多头管理等“政府失灵”问题。
